- The U.S. Army Corps of Engineers, Rock Island District, is issuing this DRAFT Solicitation for the Brandon Road Interbasin Project, Increment 1-A. This is only a DRAFT Solicitation No. W912EK24R0004. Project Description: The Brandon Road project is a federal risk management plan including a layered system of structural controls and non-structural measures to prevent to the maximum extent possible the transfer of aquatic nuisance species from the Mississippi River Basin into the Great Lakes Basin while minimizing impacts to waterway uses and users.� The non-structural plan includes managing the waterway below Brandon Road as a �population reduction zone� where monitoring and overfishing would occur.� The structural plan includes a new control point at Brandon Road Lock and Dam in addition to the control point that is already provided by the electric dispersal barrier at Romeoville, Illinois. The new structural control point will include an engineered channel, acoustic deterrent, a bubble deterrent, an electric deterrent, and flushing lock.� Increment I-A includes leading edge bubble deterrent, leading edge acoustic deterrent, automated barge clearing deterrent, support buildings, upstream boat launch. DO NOT SUBMIT A PROPOSAL in response to this DRAFT Solicitation. The purpose of this draft is to inform industry and to gather industry feedback prior to release of the final solicitation. All information received in response to this DRAFT Solicitation that is marked proprietary will be handled accordingly. In preparation for the formal solicitation, please see the Draft Request for Proposal (RFP), draft plans and specifications attached. Attachment ""A22 - Attachment J-3 - Plan Set - September 2023"" has been included. **Amendment 02 - For your situational awareness: As part of the Request for Proposal submission requirements, offerors will be required to submit an offer subject to Project Labor Agreement (PLA) requirements in accordance with FAR 22.504, General requirements for project labor agreements.� Any PLA reached pursuant to the PLA requirements in the solicitation does not change the terms of the contract or provide for any price adjustment by the Government.� Additionally, the following provision and clause will be included in the solicitation and resulting contract respectively: FAR 52.222-33, Notice of Requirement for Project Labor Agreement, and FAR 52.222-34, Project Labor Agreement.� Please review those provisions/clauses for definitions and requirements pertaining to the use of a PLA for this contract.�Document titled ""A22 - W912EK24R0004 DRAFT-REV2"" includes the above information regarding PLA requirements, as well as includes the noted FAR clauses.
