Date: 02/02/2024 To: General Public (Via the Government�s Point Entry) From: Dayna Asuncion, Contracting Officer, National Park Service, Denver Service Center Subject: Sources Sought Notice Reference: MORA/ 313019A, 312439 & 313809, Rehabilitate Ohanapecosh Campground This is a Sources Sought Notice (SSN) for the purpose of conducting market research. Proposals are NOT being requested, nor accepted at this time. Responses are being requested from both large and small businesses. Purpose: The purpose of this notice is to gain knowledge regarding the type of interested businesses and their qualifications. The National Park Service (NPS) will use information obtained through this notice to develop an acquisition strategy. The Government anticipates conducting a competitive acquisition for this requirement. The amount of interest or lack thereof will determine the possibility of a small business or other socio-economical small business set-aside for the solicitation. Analysis of the quality of responses to this source sought announcement will be considered in the market research being conducted, and in the making of any small business set-aside determination for this requirement. Additional Information: No proposal package, solicitation, specification or drawings are available with this notice. Cost Reimbursement: Response to this announcement is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this sources sought announcement or any follow-up information requests. North American Industry Classification System (NAICS) code: 236220 Commercial and Institutional Building Construction Small Business Size Standard: $45M Solicitation: The NPS anticipates issuing a request for proposals in the summer of 2024. Bonding: The NPS anticipates bid, performance and payment bonds will be required Project Description: Project Conditions: The project is located at Mount Rainier National Park, Packwood, WA The construction magnitude is More than $10,000,000 The surrounding area is rural with limited staging. The Park will remain open during construction, thus contract activities and logistics must be structured and scheduled to minimize visitor impact. The site requires protective measures to ensure the surrounding area remains undisturbed. The site contains, historical, natural, & cultural resource. The anticipated period of performance of 730 calendar days including any potential weather shutdown. There are seasonal/other shutdowns mandated through the construction season. Project Scope: This project will address deferred maintenance of campsites and paved loops, rehabilitate the utility infrastructure, update the visitor center exhibits and implement ABAAS at the Ohanapecosh District. The historic Ohanapecosh Campground is in the southeast corner of Mount Rainier National Park, on the banks of the Ohanapecosh River. Consisting of eight loops and 188 sites, the low-elevation campground is the largest in the park and serves 40,000 to 50,000 visitors a year, from late May to mid-October. The rushing river, towering old-growth conifers, and an array of geothermal springs have attracted humans to this area for millennia and are still enjoyed by visitors today. Many visitors return to the campground year after year, often staying in the same campsites. Campers range from backpackers and climbers spending one night before a long trip, to large family groups that gather for several days. The campground area has a layered human history that can be organized into several key periods including pre-contact human history, National Forest development (1906�1921), the Ohanapecosh Hot Springs Resort (1921�1961), National Park Service ownership (1931�present), Civilian Conservation Corps development (1934�1939), and Mission 66 development (1948�1972). Due to its long and varied history, the NPS is in the process of nominating the Developed Area at Ohanapecosh as a National Historic Landmark (NHL) district to the National Register of Historic Places (NR). The NR nomination for the district is currently in draft form and it is anticipated the nomination will be accepted. The campsites, comfort stations, Visitor Center, and amphitheater are listed as contributing structures to the historic district in the NR nomination. For the purposes of this task order they should be considered to have historic significance. High visitation and extreme weather conditions contribute to the deterioration of this campground. The roadway surfaces are cracked, broken and been patched numerously. The poorly defined campsites have resulted in campers straying further away from the intended camping areas, further damaging vegetation and increasing the wear pattern area of each campsite. The sewer system was installed in the late 1960�s and has aged and deteriorated to the point that inflow and infiltration contribute to it and no longer support the visitors who visit the campground. Other utilities in the area have been partially rehabilitated, but old undersized water lines to the back three campground loops still require intermittent repairs and result in reduced pressure. The secondary electric lines which run to these comfort stations are well past their expected life cycle. The size of a small business firm includes all parents, subsidiaries, affiliates, etc.�see 13 CFR 121.108.) Misrepresentation of size status can result in penalties. (3) Statement regarding your company�s bonding capacity. Letters from bonding companies are not required at this time. (4) Information demonstrating experience and capability on projects of same or similar size, scope and magnitude, and constructed under similar conditions. (5) In addition businesses may submit existing marketing materials such as capability statements and brochures.
