Description
NASA/Ames Research Center (ARC) has a requirement for Flight Deck Collaborative Decision Making (CDM) Research Project Phase III is to improve aircraft surface movement by creating a seamless flow of data to stakeholders to support effective decision making. The work is being accomplished in phases as feasibility and direction are assessed. This next phase III of work seeks to refine the accuracy of the model and improve the interface for EFB usability. NASA/ARC intends to issue a sole source contract to acquire the �services� from Four Points Technology. The rationale supporting the use of 10 U.S.C. 3204(a)(1) is necessary due to the inherent needs to fulfill mission schedule, the continuous agile buying in phases, and to reduce cost as described below. In accordance with FAR 6.302-1(a)(iii), services may be deemed available from only one original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition or unacceptable delays in fulfilling the Agency�s requirements. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Michelle Downs, Contracting Officer at michelle.m.downs@nasa.gov not later than 5 PM EST on Saturday, February 17, 2024.� Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis.� A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
