Description
This is a Sources Sought Notice. In preparation for an upcoming procurement, the National Oceanic and Atmospheric Administration (NOAA), Western Acquisition Division, on behalf of National Marine Fisheries Service (NMFS), Office of Habitat Conservation (OHC), Restoration Center (RC), Deepwater Horizon Division is conducting market research to determine potential sources for the construction of the RESTORE Florida Connecting Coastal Waters Money Bayou project in Gulf County, Florida.� This environmental restoration project involves the construction of low water crossings within the boundaries of the St. Joe Bay State Buffer Preserve. A low water crossing is a low section of road and/or trail intended to allow water to flow across the road and/or trail during periods of high rainfall. The road and/or trail consists of a variety of non-bituminous aggregate to facilitate off road vehicles driving through the St. Joe Bay State Buffer Preserve. This environmental restoration project consists of the excavation of approximately three thousand, four hundred and thirty-four (3,434) cubic yards of in-situ soil, the supply and placement of approximately nine thousand, three hundred and twenty-four (9,324) square yards of geotextile fabric, and the supply and placement of approximately five thousand, five hundred and seventy-one (5,571) tons of varying size of coarse aggregate and rock in the construction of twenty-three (23) low water crossings in the St. Joe Bay State Buffer Preserve. This environmental restoration project also includes surveying, and erosion control measures. The estimated completion schedule is 365 calendar days from award and receipt of notice to proceed for the contract. The Government is seeking sources residing, headquartered or principally engaged in business in a Gulf Coast State near the State of Florida. 8(a) or HUBZone vendors are highly encouraged to submit capability statements The magnitude of the requirement in terms of physical characteristics and estimated price range is between $500, 000 and $1 Million.� The North American Industrial Classification System (NAICS) code for this project is 237990, Other Heavy & Civil Engineering Construction. The small business size standard for this NAICS code is $45 million.� All types of business concerns are encouraged to submit a brief Capability Statement in response to this sources sought notice. Standard brochures will not be considered a sufficient response to this notice. Submitted Capability Statements shall include the following: �Company Name and Address; �UEI Number; �Socioeconomic category of business (e.g., 8(a), veteran-owned small business, service-disabled ��veteran owned small business, HUBZone small business, small disadvantaged business, and/or women owned small business) as validated via the System for Award Management (SAM) for NAICS 237990; Company point of contact-name, phone, and e-mail address; �Web Page URL; �U.S. or Foreign Owned Entity; �Indicate whether your interest in this is as a prime contractor or as a subcontractor; and �Demonstrate capabilities for meeting the following requirements in no more than five (5) pages:� A synopsis of the experience the firm possesses that is similar in nature to the construction of RESTORE Florida Connecting Coastal Waters Money Bayou environmental restoration project. Describe any projects performed by the firm either as a prime or subcontractor that are similar in scope to the requirement. The firm shall describe the work performed, general role and responsibilities, and rough magnitude of any projects referenced; A short synopsis of technical capabilities and construction equipment capabilities proposed for the project; and� Bonding capability (single project and aggregate). Interested sources shall submit an electronic copy of their Capability Statement via email to grace.parker@noaa.gov and nicholas.g.brown@noaa.gov no later than 2:00 p.m. Mountain on February 14, 2024. This is not a request for technical or cost proposals. The Government does not intend to award a contract on the basis of this Notice or reimburse for costs incurred by interested parties providing the information requested herein. Capability Statements will not be returned. Information received will be considered solely to make an informed decision regarding a potential procurement. Any questions or responses to this Sources Sought announcement shall be directed to the email addresses above. Responses to the Sources Sought announcement are not offers and cannot be accepted by NOAA to form a binding contract.
