Subject:�� Enterprise Safety Application Management Systems (ESAMS) Subscription for the Walter Reed Army Institute of Research (WRAIR) THIS IS NOT A REQUEST FOR PROPOSALS (RFP) OR A REQUEST FOR QUOTATIONS (RFQ); IT IS STRICTLY A REQUEST FOR INFORMATION (RFI). NEITHER UNSOLICITED PROPOSALS NOR ANY OTHER KINDS OF OFFERS WILL BE CONSIDERED IN RESPONSE TO THIS RFI. NO CONTRACT WILL BE AWARDED PURSUANT TO THIS ANNOUNCEMENT. � 1.0� DISCLAIMER: This RFI is issued solely for information and planning purposes and does not constitute a solicitation. Neither unsolicited proposals nor any other kind of offers will be considered in response to this RFI. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. All information received in response to this RFI that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. At this time, questions concerning the composition and requirements for a future RFQ will not be entertained. � 2.0 SUBJECT:� �WRAIR is the largest and most diverse biomedical research laboratory in the Department of Defense (DoD). The main facility, the Daniel K. Inouye building, is located in Silver Spring, Maryland. Other laboratory and clinical facilities also carry out research studies in Asia, Africa, and Europe through cooperative partnerships with a host of other governments and militaries through the U.S. State Department. WRAIR�s greatest resources are the dedicated scientists, clinicians, and support personnel who make up the core of WRAIR today. By integrating basic research and advanced technology for the primary goal of protecting the Warfighter, WRAIR serves as the premier biomedical research organization within the DoD. 3.0 BACKGROUND: The mission of the Department of Medical Maintenance is to provide positive and reliable equipment services to facilitate the success of WRAIR�s research worldwide by delivering world-class maintenance services support for full spectrum operations anywhere at any time. The Department of Medical Maintenance falls under the Directorate of Logistics at WRAIR. The Department of Defense Manual (DoDM) 6055.18, Army Regulation (AR) 385-69, and the Biosafety in Microbiological and Biomedical Laboratories (BMBL) 6th edition detail the required safety standards for microbiological and biomedical laboratories to include annual certification of equipment such as biological, chemical, and laminar flow equipment (e.g., cabinets, hoods, and blowers).� This equipment is the first line of defense in preventing Infectious Agents and Toxins (IAT) from contaminating the environment, personnel, and products and must be performed by National Sanitation Foundation (NSF) certified technicians.� When the annual certification expires, the equipment must be taken offline resulting in work stoppage which disrupts the scientific research necessary to meet mission objectives.� As such, the certification cycle must be one that does not allow the equipment to expire; otherwise, equipment downtime could cause weeks to months of delay in scientists being able to conduct science safely. � � � 4.0 RESPONSE INSTRUCTIONS:� �Respondents should address the following in their capabilities statement:� � The purpose of this requirement is for non- personal services� to provide field certification; routine and emergency maintenance and repairs; and decontamination of Biological Safety Cabinets (BSCs), Chemical Fume Hoods (CFHs), High Efficiency Particulate Air (HEPA) filtered Laminar Flow Cabinets (LFCs), and Animal HEPA Filtration Blowers (AHFBs) as per the descriptions in the DRAFT Performance Work Statement (PWS) that is attached.
