- ?.## PERFORMANCE WORK STATEMENT Revised 02-01-2024 Non-Critical Reusable Medical Equipment (NCRME) Cleaning and Disinfecting Services Introduction: This is a non-personal service contract to provide NCRME cleaning and disinfecting services. The Government shall not exercise any supervision or control over the contractor service providers performing the services herein. Such service provider shall be accountable solely to the contractor who, in turn is responsible to the government. The Contractor must provide supplies, equipment and transportation to perform the scope of work herein. Purpose: The purpose of this acquisition is to continue the standardized process for on-site NCRME at the Orlando Veterans Affairs Medical Center (OVAMC) at Lake Nona. Noncritical items are those that meet intact skin but not mucous membranes. Intact skin acts as an effective barrier to most microorganisms; therefore, the sterility of items meeting intact skin is ""not critical."" Background: There are two types of non-critical items located at OVAMC; patient care items and noncritical environmental surfaces. The purpose of cleaning before disinfection is the removal of visible soil (e.g., organic and inorganic material) from objects and surfaces and normally is accomplished manually or mechanically using water with detergents or enzymatic products. Thorough cleaning is essential before high-level disinfection and sterilization because inorganic and organic materials that remain on the surfaces of instruments interfere with the effectiveness of these processes. In accordance with Medical Center Policy (MCP) 00Q-16, NCRME is cleaned by staff according to manufacturers instructions and local guidelines/procedures. As it is difficult for the health care workers responsible for reprocessing reusable devices to assess the amount and resistance of microbial contamination on the devices to be reprocessed, product labeling, professional practices, and institutional infection control procedures is needed to guide the persons who are responsible for reprocessing NCRME. Proper handling and reprocessing of reusable medical devices for the next patient is done by carefully adhering to general reprocessing steps. Place of Performance: Orlando Veterans Affairs Medical Center at Lake Nona, 13800 Veterans Way, Orlando, FL 32827. Orlando VA Medical Center, 5201 Raymond Street, Orlando, FL 32803. Performance Period: The period of performance shall consist of one 12-month base period plus four 12-month option periods. Scope: Contractor shall plan, develop and implement an on-site NCRME Cleaning Program tailored to our facility s specific needs and in accordance with MCP 00Q-16, Section 5.b.i. and ii. here-in, Price/Cost Schedule and ATTACHMENT B - LAKE NONA INVENTORY. Contractor shall provide OSHA training certificate for each personnel that will be working on-site within 10 days after contract award notice. Contractor shall provide bi-annual deep cleaning and disinfectants for the below listed NCRME located in Radiology, Oncology and the Operating rooms. Table 1. of 7:00AM through 3:30PM Monday through Friday at the Lake Baldwin facility and bi-annual deep cleaning services between the hours of 5:00PM through 00:00, Monday through Friday. Service hours for cleaning, disinfection and bi-annual services for the Lake Nona facility are 5:00AM through 00:00, Monday through Saturday. The contractor and COR may agree on other written schedule prior to each period of performance. Government s Holidays: The contactor shall not perform work on federal holidays, or when the government facility closes to closes due to local or national emergencies, administrative changes, or similar government directed facility closings. Government shutdowns occur when the government refuses passage of key bills resulting in the cession of some or all operations by the government. If the Department of Veteran of Affairs is affected by a government shutdown during the period of performance, the Contractor shall not provide services or submit claims against the government during and after the shutdown. Daily, during hours of operations, the contractor shall pick-up NCRME at each designated area for cleaning and disinfection. The COR will provide a designated cleaning area for the contractor to perform cleaning and disinfecting services. To ensure that the equipment is functioning properly, contractor shall inspect each equipment prior to cleaning, disinfecting and returning to its designated area provided by the COR. Contractor shall communicate to the COR by email with a picture and location of the equipment that is not functioning properly. Equipment that is not functioning properly must also be included in the weekly mission critical report. The contractor shall coordinate with the COR for scheduling NCRME cleaning and disinfecting during weekends, evenings and nights based on hours of operation described at paragraph seven (7). The contractor s staff working on site shall be trained by the contractor on the proper methodology to manage rolling stock equipment s. All equipment will be thoroughly checked for proper working and movement procedures. Equipment found to be unsuitable for return to service is clearly flagged, turned into the COR and annotated on the monthly flagged equipment report. Cleaning and Disinfection: The contractor shall only use disinfectants listed in the Medical Center Policy (MCP) 00Q-16. Refer to ATTACHMENT A. Safety Data Sheets for all approved disinfectants used for cleaning and disinfection shall be provided to the COR prior to contract performance period. Prior to cleaning and disinfecting, contractor s personnel shall always wear specialized Personal Protective Equipment (PPE) clothing for protection against hazards (e.g., gowns, lab coats, gloves, masks, and face shields provided to prevent exposure to blood and body fluids) to protect from exposure to a hazard (e.g., chemicals or microorganisms on contaminated items). PPE is worn when such hazardous exposure is likely to occur to the skin, eyes, nose or mouth. PPE may include gown, gloves, mask, eyeglasses, or face shield. Minor adjustments, such as tightening of screws, bolts and rails, will be made at time of cleaning and disinfecting of equipment. ID Bands and Markers: The COR will provide a sanitize tag to be adhere to the equipment once cleaning and disinfection is completed by the contractor. The contractor shall use ID bands to tag equipment before cleaning and disinfecting to ensure that it is returned to the originating department and area after cleaning and disinfecting. Replacement parts: Equipment such as IV poles and Over-the-Bed Tables utilize dual wheeled plastic casters. The contractor shall on an as needed basis provide and replace plastic casters with brand new casters. Since contract award, over 500 casters have been replaced with part number AY5001C. Equipment such as foot stands, chairs and walkers utilize rubber tips. The contractor shall on an as needed basis provide and replace rubber tips with brand new tips. Contractor shall apply rust restoration and painting to stainless steel equipment without impacting mechanical parts. Reports: The contractor shall provide weekly mission critical reports to the COR. Reports included are; Facility Inventory, Departmental Inventory, and Equipment Maintenance History which also includes replacements parts. The contractor shall provide monthly Adenosine Triphosphate (ATP) testing report for NCRME to demonstrate the efficacy of the program. The most recent ATP testing had an acceptable rate of less than 30 using Hygiena EnSURE UI-trasnap based on the type of surface. The COR may request 10% of the cleaned equipment to be tested. Performance Requirements Summary (PRS) Matrix: The PRS is a performance indicator that is used to measure the acceptable quality of performance per performance period that must be met, who is going to check the measurements, and how these measures will define the success of our program. Monthly Adenosine Triphosphate (ATP) testing report for NCRME to demonstrate the efficacy of the program shall be SATISFACTORY 100% COR Satisfactory CPARS Negative CPARS E.7 52.212-2 EVALUATION COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021) Basis for Award: The Government will award a contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotations: Technical Capability Cleaning and Disinfecting procedures: Submit with your quote, step by step procedures for cleaning Non-Critical Medical Equipment (NCRME) in Radiology, Oncology and Operating suites. Please describe each procedures using the chemical products provided in ATTACHMENT A of this solicitation. Management plan: Submit with your quote, a detailed list of all staff and their duties in performance of this contract. Report: Submit with your quote a sample cleaning and disinfection report of NCRME. Past Performance Price Evaluation Approach. The Government will evaluate quotations using the comparative evaluation process outlined in FAR 13.106-2 (b) (3), where quotations will be compared to one another to determine which provides the best benefit to the Government. The Government reserves the right to consider a quotation other than the lowest price that provides additional benefit(s). Quotations may exceed minimum requirements of the solicitation. The Government reserves the right to select a quotation that provides benefit to the Government that exceeds the minimum requirements of the solicitation, but is not required to do so. Each response must meet the minimum requirements of the solicitation. The evaluation will consider the following: Technical Approach: The quotation will be evaluated to the extent to which it can meet and/or exceed the Government s requirements as outlined in the solicitation and based on the information requested in paragraph (b)1. herein. Past Performance: The past performance evaluation will assess the relative risks associated with a quoter s likelihood of success in fulfilling the solicitation s requirements as indicated by the quoter s record of past performance. The past performance evaluation may be based on the contracting officer s knowledge of and previous experience with the supply or service being acquired; Customer surveys, and past performance questionnaire replies; Contractor Performance Assessment Reporting System (CPARS) at http://www.cpars.gov/; or any other reasonable basis. Quoters with no past performance providing cleaning and disinfecting services for NCRME equipment will be rated neutral for past performance. Price: The Government will evaluate the price by adding the total of all line item prices, including all options. The Total Evaluated Price will be that sum. Options. For purposes of award of this Contract, the Government intends to evaluate the option to extend services under FAR 52.217-8 as follows: The evaluation will consider the possibility that the option can be exercised at any time and can be exercised in increments of one to six months, but not for more than a total of six months during the life of the contract. The evaluation will assume that the prices for any option exercised under FAR 52.217-8 will be those rates in effect under the contract each time an option is exercised under this clause. The evaluation will therefore assume that the addition of the price or prices of any possible extension or extensions under FAR 52.217-8 to the total price for the basic requirement and the total price for the priced options has the same effect on the total price of all proposals relative to each other, and will not affect the ranking of proposals based on price, unless, after reviewing the proposals, the Government determines that there is a basis for finding otherwise. This evaluation will not obligate the Government to exercise any option under FAR 52.217-8. (End of Provision)
