- The US Fish and Wildlife is seeking a Computed Tomography (CT) Scanner which is similar to (brand name or equal): Canon Aquilion Lightning, Patterson NewTom, Epica Vimago, Seimans Somatom Go.up. The CT scanner will be used in the National Fish and Wildlife Forensics Laboratory by both the Morphology and Pathology sections in Ashland OR. Radiology (as provided by this machine) is a postmortem examination component required by both in-house technical procedures and American Standards Board (ASB) guidelines. The CT machine provides both standard, x-ray type scout views and greater detail and functionality with 3D imaging. Besides providing documentation of injuries prior to prosection, X-ray and CT imaging is essential for identification and retrieval of ballistics fragments, reconstruction of injuries, and is an integral part of cause of death determinations. The scanner will be used to delineate and document the internal structure of animals and crafted items prior to destructive analysis, such as necropsy examination. For some questions of species ID, the use of the CT scanner may provide enough internal detail and information that destructive morphological analysis could be deemed unnecessary. If your firm is able to provide the requested Computed Tomography (CT) Scanner and training, please provide a quote, a signed SF-18 filled out with your CAGE code, a spec sheet and a written statement that the product offered meets the following requirements: - Minimum acceptable Field of View (FOV) is 55cm - The machine must fit in a 19.5 x 17' room. - Minimum resolution is 100um - A 'Gantry' is provided - In person and on site training will be provided - Currently, we have an Animage Fidex that was built in 2016. Its detector is broken and requires replacement. This unit must also be removed and disposed of as part of the contract - The scanner will be used to delineate and document the internal structure of animals and crafted items prior to destructive analysis, such as necropsy examination. As part of a veterinary medical postmortem exam, dead animals will undergo full-body CT scans. The machine must accommodate animals that are up to 200 lbs. but as little as 6 oz. Resolution of the fine bones of birds and bats is a must. The animals are often messy (e.g., bloody, dirty). The machine must be able to be easily cleaned without damaging the unit. The scans will be used to evaluate for acute or chronic fractures, locate ballistic elements, and look for pathological changes. Prepared bones and rafted items will also be subject to imaging. Crafted items may contain metal, organic material, or a combination of both. Comparison and evaluation of density (Hounsfeld units) may be used as a diagnostic tool. Images must be able to be placed on portable media or otherwise made available to outside parties for legal discovery purposes. Images must be viewable at remote workstations (e.g., office computers). There must be an archive system for images. Software must have linear and volumetric measurement capabilities. Submit this along with the signed first page of the SF-18 and any amendments to Robert_Sung@fws.gov by 2/2/24 at 11 AM Pacific time or submit a request for an extension.
