- In accordance with Federal Acquisition Regulation (FAR) 10.002(b) (2) (i), this notice is issued for the purpose of conducting market research. Market research is being conducted to determine if there are potential businesses with the capacity and experience to perform the required work. This notice is not to be misconstrued as a Request for Proposal or Quotation. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. There is no solicitation at this time. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. Acknowledgment of responses may not be made and respondents will not be notified regarding the results of the Government�s evaluation of the information received. The determination to proceed with the acquisition is within the discretion of the Government. Telephone inquiries will not be accepted. Please be reminded that a prospective Offeror interested in obtaining a contract award with the Government must be registered in the Federal Government's System for Award Management (SAM) database. Additional information regarding contractor registration can be obtained through www.SAM.gov. All qualified small businesses, including 8(a) firms, are encouraged to participate. Description of Services Through this contract, the Department of Labor�s (DOL) Employee Benefits Security Administration (EBSA), seeks to obtain contracted services to (1) perform requested statistical sampling and data analysis projects that support EBSA�s enforcement, reporting compliance, and audit quality programs; (2) train EBSA staff on statistical techniques, analytical concepts, analytical tools, and other data-related topics; and (3) support and improve EBSA�s data analysis tools by updating and supporting existing tools as well as researching and developing requirements for new analytical tools or tool features.�� Key requirements for successful contract performance requires a range of knowledge, skills and abilities including: Claims Data Expertise: Understanding of the structure and lifecycle of health plan claims data. Stakeholder Knowledge: Familiarity with various entities in employer-sponsored benefit plans (participant, employer, plan administrator, third-party administrator, etc.). Disclosure Form Proficiency: Knowledge of the structure and content of employee benefit plan disclosure forms (Form 5500 and Form M-1) and their administrative datasets for ERISA compliance monitoring. EBSA Audit Quality Assessment: Understanding of the audit quality assessment work conducted by the Employee Benefits Security Administration (EBSA). Data Management Skills: Proficiency in extracting, querying, merging, and summarizing data from large datasets using the statistical analysis application, SAS. Analytical Tool Development: Skills to assess, update, and develop analytical tools using R Shiny, VBA, ReactJS, and .NET programming languages. Communication Skills: Ability to communicate complicated statistical concepts accurately and concisely to DOL staff. Presentation and Dissemination Skills: Ability to effectively describe and disseminate complex analysis findings to EBSA staff and leadership.
