Description
AZ SBNWR ENTRANCE RD AND PARKING AREA The purpose of this amendment (1) is to respond to questions submitted. ********************************************** *Please read the entire Request for Proposal (RFP) and all attachments prior to submitting proposal. The US Fish and Wildlife Service, San Bernardino National Wildlife Refuge (NWR), AZ (Cochise County), has a requirement for road and parking area aggregate base course material placement and grading on a section of the Refuge approximately 16 miles east of Douglas, Arizona. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform road and parking lot improvement (wetted material placement and grading) on approximately 0.6 miles of road and approximately 11,000 ft2 of parking area in accordance with the attached documents. The period of performance is 2 months from the notice to proceed. Project Magnitude: Between $25,000 and $100,000. This RFP is a TOTAL SMALL BUSINESS SET ASIDE. All responsible small business sources may submit a proposal, which shall be considered by the agency. Award will be made as a firm-fixed-price contract. The basis of award is Best Value. Proposals will be evaluated based on Technical Capability, Price, and other factors considered. Award will be made to a responsible source pursuant to FAR subpart 9.1. Please submit your proposal on the attached bid sheet (attachment 3) with SAM.gov UEI and point of contact phone number and e-mail address. Refer to Section L- Instructions, Conditions and Notices to Offerors in attachment 2 for additional requirements and submission guidance. Contractors are reminded that any amount awarded over $35,000 requires submission of a Payment Bond. PROPOSAL SUBMISSION: Proposals (including all required documents must be submitted via email to nicole_c_johnson@fws.gov, no later than Friday, February 9, 2024, 5:00 pm EST. Please indicate the following in the subject line: Proposal Submission 140FC124R0019. QUESTION SUBMISSION: In an effort to maintain a better log of inquiries and questions and to provide more detailed and faster responses, all questions shall be in writing via email (NO PHONE INQUIRES). Questions may be emailed to nicole_c_johnson@fws.gov. Inquiries received within 72 hours of the closing date may not receive a response. If necessary, questions received will be answered through an Amendment to this Solicitation. In order to have a proposal considered for award, respondents must be registered at the System for Award Management (SAM) website (https://www.sam.gov) as an active vendor by the time an award decision is made.
