- REQUEST FOR INFORMATION (RFI) CONTINENTAL UNITED STATES (CONUS) ON CALL PROFESSIONAL MEDICAL Services AND ON CALL mEdical support services Defense Health Agency (DHA)/ Western Healthcare Operations Contracting Division (WHCO-CD) Description The purpose of this Request for Information (RFI) notice is to conduct market research to determine if responsible sources exist and to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The Defense Health Agency Contracting Activity (DHACA), Western Healthcare Operations Contracting Division (WHCO-CD)� San Diego, California, is seeking potential sources to provide temporary staffing Medical Q-Coded (MQS) and Medical Support Services (MSS) for orders not to exceed up to seven (9) months/. MQS and MSS still the mandatory source of all DHA CONUS medical services. This vehicle will augment the need for on call labor categories for CONUS Network 2 as described below. �Military Treatment Facilities (MTFs) located Continental United States (U.S) (CONUS) covered by Network 2 are: U.S. Naval Medical Center San Diego (NMCSD) U.S. Naval Hospital Camp Pendleton (NHCP) U.S. Naval Heath Clinic (NHC) Lemoore (NHCL) U.S. Naval Hospital Twentynine Palms (NHTP) U.S. Naval Hospital Bremerton (NHB) U.S. Naval Health Clinic Oak Harbor (NHCOH) The potential North American Industry Classification System (NAICS) Codes are: 621399 Office of All Other Miscellaneous Health Practitioners (Primary) 621999 All Other Professional, Scientific, and Technical Services (Primary) 621111 Offices of Physicians (except Mental Health Specialists) 621112 Offices of Physicians, Mental Health Specialists 1.4 This is a RFI only as described in paragraph 6.1 of this request. 1.5 Information gained through this RFI will be used to further refine DHA requirements.� All information received may be used to determine an appropriate acquisition plan and strategy for possible future acquisitions; a solicitation(s) has not been developed at this time. Background The DHA WHCO-CD supports the delivery of clinical and MSS within the Military Health System (MHS) by administering and managing task orders under multiple Indefinite Delivery Indefinite Quantity (IDIQ) strategic contracts designed to supplement the staff in Department of Defense (DoD) Military Treatment Facilities (MTFs) CONUS locations as described in paragraph 1.2.� For the most part, the goal of this potential contract is to provide health care staffing services at specific MTFs, which is the predominant method MTFs acquire contract health care services.� These services include the professional medical (clinical) services such as ancillary, physicians, and nurses as well as the MSS such as appointing, auditing, clerical, coding, medical records, and transcription. The attached list identify all labor categories that are currently included on DHA MQS and MSS IDIQs. This vehicle will only encompass a few list from the sample list included as Enclosure (A). � The DHA is transitioning its buying approach for professional medical (clinical) and MSS from the current MTF-centric method to a network-based buying approach, where the requirements will be acquired across a geographical area that DHA calls a network.� DHA is seeking a fuller understanding of the additional capabilities a vendor must possess beyond just health care staffing services to meet the needs of a network.� DHA believes the transition to a network-based buying approach will require additional capabilities such as analyzing network demographics for the vendor to provide health care services on a �on call basis�.� While DHA recognizes several areas the Government needs to address (i.e., security and credentialing), the purpose of this RFI is understand the industry capabilities. Requested Information The Government is seeking industry feedback on what type of possible vehicle could be considered, and what are the pros and cons on putting a vehicle like these to meet the need of short-term staffing. Responses Please complete the questions included in Enclosure (B). Contracting Office Address: DHA Contracting Activity, WHCO-CD The Government will only review responses captured through this questionnaire.� Completing this form will allow DHA to collect the name, phone number, and e-mail address of a company representative who the Government may (or may not) contact for additional information. ��Please note that an email address can only respond to the survey once. � Responses to this RFI are due by 12:00 PM PST on February 13, 2023 by email to: cha-on.p.gordon2.civ@health.mil All responses will be reviewed and assessed by DHA staff. Each of the responses will be maintained by the DHA as a source of market research information and published on an internal SharePoint site. Any response submitted for this RFI constitutes consent for that submission to be reviewed by military personnel, Government civilians, and associated support contractors. No information will be disclosed outside DHA. Submissions to this RFI is deemed to be DHA property which shall not be returned to sender. Industry Discussion Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.� Questions submitted regarding this RFI will not be accepted or acknowledged nor will there be a response.� Individual capability briefs will not be accepted.� Summary THIS IS A REQUEST FOR INFORMATION (RFI) ONLY.� This RFI is issued solely for information and planning purposes.� It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future.� This request for information does not commit the Government to contract for any supply or service.� Further, the DHA is not, at this time, seeking proposals and will not accept unsolicited proposals.� Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party�s expense.� Not responding to this RFI does not preclude participation in any future RFP, if any is issued.� It is the responsibility of the vendor who is interested in any potential future solicitation(s) to monitor all sites for additional information pertaining to this requirement.� CONFIDENTIALITY:� Do not include proprietary, classified, confidential, or sensitive information in your response. Industry responses will be shared with DHA staff for the purpose of market research.
