- INTRODUCTION: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single Firm-Fixed-Price contract for the Design-Bid-Build Renovate Specialty Hospital Exterior Work construction project at the Norman Specialty Clinic located at 1210 W Robinson St, Norman, OK 73069. PROJECT DESCRIPTION: The purpose of the project is to fix deficiencies found in the FCA report during the due diligence process of the purchase of Norman Specialty. The contractor shall furnish all equipment, materials, labor, supervision, and quality control to perform work for VA Project 635-423 Renovate Specialty Hospital Exterior Work at Norman Specialty Clinic 1210 W Robinson St, Norman, OK 73069. The scope of the project covers various areas and locations within the ambit of the Norman Specialty Clinic with a variety of work ranging from repair, restoration, renovation, replacement, and refurbishment listed as follows: Previous window on South side was infilled with stone masonry. Signs of water infiltration and damage on interior building. Existing stone masonry to be cleaned, repointed and resealed, approx. 80 SF. Metal panel system on east side courtyard is in poor condition. Several dents and chipped paint were observed, replace and match existing system and color approx. 600 SF. EIFS System needs repair from hail damage on North side including Canopy structure. Provide new mesh and skin coat to match existing approx. 3,400 SF. Exterior metal doors (3) are in poor condition. Replace 3'-6"" x 7' door and hardware. Pressure wash for cleaning of mortar and stone. Reseal, approx. 10,600 SF. Existing gutters are in poor condition and have been damaged in hailstorm. Several downspouts are missing and/or not connected properly. Sign of rusting and deterioration, replace approx. 1300 LF of gutters and approx. 46 downspouts. Existing metal coping at parapets are in poor condition and near the end of their useful life. Damage from hailstorm, paint chipping/ fading and unlevel seams, replace approx. 500 LF. Built up gravel roof system was replaced in 2007 and in poor condition. Signs of water ponding on roof and patches of missing gravel. Replace gravel roof approx. 36,600 SF. Metal paneling between gravel roof and asphalt shingles are in poor condition with peeling paint and missing panels. Replace approx. 60 SF. Vertical asphalt roll with silver flash mastic is in poor condition at roof parapets and level changes. Granules from sheet are wearing off and silver mastic is dry and flaking. Replace approx. 1800 SF and 400 LF of flash mastic. Existing metal windows with double pane glazing are past useful life and should be replaced to meet energy codes. The windows are fading and oxidizing from sun exposure. Several north window frames are damaged from hailstorms and have broken glass. 17 windows have new glazing due to hailstorm in April 2021 however, the energy efficiency of the window is compromised due to reuse of poor condition of existing frames. Replace approx. (68) 5' x 6' windows. The Contractor shall be responsible to verify all existing conditions and shall initiate detailed inspections of the Norman Specialty Clinic to confirm and to validate the accuracy of the work locations and the extent of the scope of work involved in this project. ADMINISTRATIVE: The solicitation will be issued as an Invitation for Bid (IFB) conducted in accordance with FAR Part 14 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $45.0 million. The solicitation will be issued in late February of 2024. The period of performance is approximately 120 calendar days from the issuance of the Notice to Proceed. In accordance with VAAR 836.204, the magnitude of construction is between $1,000,000 and $2,000,000. This notice is not a request for competitive offers.
