- Under the authority of FAR 8.405-6(a)(1)(i)(B), the National Geospatial-Intelligence Agency (NGA) intends to Limit Sources, by issuing a modification to BAE Systems Information and Electronic Systems Integration Inc. for the Precise Imagery and Elevation Services (PIES) contract, to extend the current contract for up to 18 months (Period of Performance ends 29 March 2024). This will allow sufficient time to complete the necessary remaining development and integration work, without which would put the Government at risk. The PIES contract provides the NGA�s Office of Geomatics (SFN) Precise Imagery Division (SFNP) and Elevation Division (SFNE) with software development and product integration services towards the goal of operationalizing the Precise Imagery Management System (PIMS) and the Geospatial Repository and Data Management System (GRiD) products.� The continuation effort includes finishing ongoing development, maturing the software products, moving the products from Minimum Viable Product (MVP) status to Full Operational Capability (FOC) status, integrating the products into NGA�s IT enterprise infrastructure, and transitioning/training the products to an Operations and Maintenance (O&M) sustainment team. �PIES was originally competitively awarded in 27 September 2019 as a GSA/FSS task order to BAE Systems Information and Electronic Systems Integration Inc., 10920 Technology Pl., San Diego, CA, 92127, and extended via LSJ (FAR 8.405-6(a)(1)(i)(C) on 27 September 2022. NGA believes BAE is the only source reasonably available to satisfy the requirements. Pursuant to FAR�8.405-6(a)(1)(i)(B), �Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.� The modification to extend the support services providing under the PIES contract is to support critical software development and integration efforts providing maturation of MVP capabilities into FOC and coordination into sustainment. In addition to Software Development technical expertise and experience, the performance of work requires: access to an NGA-certified SCIF; the knowledge and ability to continue development on the existing baselined solution and technology stack; on-site (NGA St. Louis) PIMS support; relevant experience and domain knowledge of PIES requirements; experience with NGA�s CORE technologies and tools; and having deep scientific domain knowledge and experience with understanding, developing and delivering IT capabilities to SFNE and SFNP. The period of performance for this requirement will be for an extension of 18 months. This notice is in accordance with FAR Subpart 5.2, and is not a request for competitive proposals. All responsible sources may submit a capability statement, proposal, or quotation in sufficient detail, which shall be considered by the NGA. A determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government.
