- NOTICE OF CONTRACT ACTION (NOCA) In accordance with FAR Subpart 5.2 this Notice of Contract Action (NOCA) is provided by the Air Force Lifecycle Management Center, International C2 & Sensors Division (AFLCMC/HBNK), Hanscom AFB, MA, to announce its intent to solicit a sole source request for proposal and award under the authority or FAR 6.302-4 to Parsons for the Master Air Attack Planning Tool Kit (MAAPTK) software, software support (annual licenses), and help desk efforts. This effort will be under FA2383 AFLCMC/HBNK. The Government contemplates a 12 Month, Firm-Fixed-Price (FFP) contract. This effort will allow the Australian Defense Force (ADF) to receive updates, patches, etc. keeping the MAAPTK software current and compatible with United States Government (USG) version currently deployed at INDOPACOM and across the USG Department of Defense. The statutory authority which permits other than full and open competition for this acquisition is 10 United States Code (USC) 3204(a)(4) as implemented by FAR 6.302-4. This authority is stated in the International Agreement Competitive Restrictions (IACR) which will be published after award. In accordance with FAR 5.207(c)(16)(ii) all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency; any submission is voluntary, and the Government will not reimburse any costs associated with the submission. The Government is under no obligation to acknowledge receipt of the information received or provide feedback to the respondents with respect to any of the information submitted. Responses must be received within 15 days after the posted date of this NOCA. Anticipated contract award date is on or before 01 March 2023. An Ombudsman has been appointed in accordance with DAFFARS 5352.201-9101. The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather to the Contracting Officer.
