- DESCRIPTION: The U.S. Army Corps of Engineers (USACE) Louisville District intends to award a Firm Fixed Price (FFP) Construction contract for the Camp Arifjan Microgrid at Camp Arifjan, Kuwait. �This project is to install a grid tie from Zone 4 Power Plant (PP) with an underground feeder electric cable conductor feed from Zone 4 Power Plant to Theater Intelligence Platform-Central (TIP-C) then continuing to Main Communications Facility (MCF) Signal Compound to power critical facilities. Install rooftop mount solar photovoltaic (PV) array, and 1.0 MW/2.0 MWH battery energy storage system (BESS). Install Automatic Transfer Switches (ATS) and Microgrid controls. Install electric meters at facilities and PV systems. Upgrade zone 4 power plant generator controls with microgrid controls to incorporate solar PV and battery storage with BESS controller. This project will also make provisions for a new 10 MW dedicated feeder line from Z4PP to the new Host Nation zone 4 substation and install a 11kV distribution line from Z4PP to TIP-C compound and continue to the MCF signal compound. Install new dual feed substations at both TIP-C and MCF Signal Compound, 11kV to 415/230V transformers, breakers, and switchgear. TYPE OF CONTRACT AND NAICS: This contract will be for one (1) Firm-Fixed-Price (FFP) construction contract awarded through the Best Value Trade-off Process. The North American Industrial Classification System Code (NAICS) for this effort is 237130 � Power and Communication Line and Related Structures Construction. TYPE OF SET-ASIDE: This acquisition will be advertised as 100% Full and Open Competition. SELECTION PROCESS: This procurement will be operating under FAR Part 15. The proposals will be evaluated based on the best value to the Government. � CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be between $25,000,000 and $100,000,000 in accordance with DFARS 236.204. ANTICIPATED SOLICITATION RELEASE DATE: The Government anticipates releasing the solicitation on or about 7 February 2024. �Details regarding the Optional Site Visit will be included in the solicitation.� Actual dates and times will be identified in the solicitation. Additional details can be found in the solicitation when it is posted to http://Sam.gov. This will be the only method of distributing amendments prior to closing; therefore, it is the Offerors responsibility to check the website periodically for any amendments to the solicitation. REGISTRATIONS: Offerors shall have and shall maintain an active registration in the following database: System for Award Management (SAM): Offerors shall have and shall maintain an active registration in the SAM database at http://Sam.gov to be eligible for a Government contract award. If the Offeror is a Joint Venture (JV), the JV entity shall have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror. Joint Contingency Contracting System (JCCS): https://www.jccs.gov/ If an offeror is a joint venture (JV), the JV entity must have a valid registration representing the JV as one business/firm/entity. This is applicable to SAM and JCCS. The Government will not accept separate registrations and licenses for each separate entity representing the JV. SPOT registration is required for performing work under this contract. In accordance with DFARS clause 252.225-7040 �Contractor Personnel Authorized to Accompany US Armed Forces Deployed Outside The United States�, you are required to record all personnel working under this contract in the Synchronized Pre-Deployment Operational Tracker (SPOT) system. The SPOT system is found at https://spot.dmdc.mil. This requirement is for all employees of the Prime and their Subcontractors at every tier of performance of this contract.
