- Under Statutory Authority 41 U.S.C. 1901 the Great Lakes Acquisition Center (GLAC) intends to negotiate a sole source contract modification with Convetina Water, LLC for updates to the Global Water Monitoring System to ensure compliance with VA Directives at the VA Illiana Health Care System in Danville, IL. This notice of intent is not a request for competitive quotes. Coventina Water has performed previous work on this system. This request is for sustainment of a service. This acquisition is conducted under the authority of 41 U.S.C. 1901 Simplified acquisition procedures as implemented in FAR 13.106-3(b)(3)(i), only one responsible source and no other supplies or services will satisfy agency requirements. This will be a firm fixed price contract for a one-time installation of temperature probes, software and tablet updates, and all other necessary updates outlined in the Statement of Work. The North American Industry Classification System Code (NAICS) is 221310 with a business size standard of $41.0 Million. No solicitation documents are available and telephone requests will not be accepted. However, any firm that believes it can meet these requirements may give written notification to the Contracting Officer by 3:00 Local Time (Central) Tuesday, January 23, 2024. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. This evidence shall include a letter from the Original Equipment Manufacturer (OEM) stating vendor is an authorized service vendor per VAAR Clause 852.212-71(c). Information must be sent to the Contract Specialist, Justin Lemke at Justin.Lemke@va.gov. Responses received will be evaluated, however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. STATEMENT OF WORK: 1. Title of Project: 550-C30080 Global Water Monitoring System 2. Scope of Work: The contractor shall provide the means, methods, supervision, materials, and labor necessary to accomplish the following tasks: Task: 1. Update this location in compliance with the following VA and OIG Directives for Legionella mitigation: VHA DIRECTIVE 1061(1) VA OIG Report No. 13-01189-267 VHA Directive 1131(5) 2. The Global Water System that was put in 3 years ago has the following deficiencies and does not meet the above Directives mandates: a. The Directives state that pH, Temperature, and Biocide levels are to be continuously monitored. b. The installed system has pH, Conductivity, Dissolved Oxygen, and Temperature. c. Conductivity and Dissolved Oxygen have nothing to do with the Directives and are not needed. d. The temperature of the Hot Water and the Hot Water recirculation is at 160F. The probes that were put in as well as the ones per this solicitation requested are only able to work up to a temperature of 131F. 3. The installed system has the probes installed into the overhead piping in that 160F water. This is posing a sever safety issue for personnel to remove these probes for calibration. 4. A Local read-out of the actual parameters monitored will need to be installed. Currently the only readout is from a single computer screen in the Maintenance Office. 5. The calibration is performed using a computer tablet that must be attached to each of the 25 connections throughout the campus. Also, the tablets and software used to perform calibrations require updating to be operational. Performance Period: The contractor did not request additional days for this work but should be allowed 90 additional due to the additions to the SOW.
