- THIS IS A NOTICE OF INTENT TO SOLE SOURCE AND NOT A REQUEST FOR QUOTATION OR PROPOSAL. The U.S. Department of Commerce (DOC), Enterprise Services -Acquisition (ES-A) intends to award, on a sole-source basis, a contract to Nokia of America Corporation (NAC). This acquisition is being conducted under the authority of permitting other than full and open competition, 41 U.S.C.3304(e), as implemented by the Federal Acquisition Regulation (FAR) 13.501. The applicable North American Industry Classification Standard (NAICS) code for this action is 517810 � All Other Telecommunications with a size standard of $40,000,000.00. The requirement is to provide professional, technical support services for the specialized equipment developed for the 5G Cellular Testbed at the Institute for Telecommunication Sciences� (ITS) Table Mountain Field Site. This equipment includes limited production, prototype hardware components that require customized software to operate (notably prototype cell tower radio heads and cell phones). The Contractor shall provide remote and on-site support of the equipment. This is NOT a solicitation for quotations, a request for competitive quotations, or a request for competitive proposals; however, all responses received within 10 days from the date of publication of this synopsis will be considered by the Government. The submitted documentation should include general and technical background information describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support the Government�s requirements. A determination by the Government not to compete this proposed action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. Information received on this notice must eliminate the Government's concerns and address how the required services can be provided. If no affirmative responses are received within 10 days of this notice to determine whether a qualified source is more advantageous to the Government, a contract will be awarded to NAC.
