This is a sources sought synopsis only, not a solicitation announcement and is issued solely for informational and planning purposes. This posting is not a Request for Proposals (RFP) or a Request for Quotations (RFQ), and it is not considered to be a commitment by the Government to award a contract nor is the Government responsible for any costs incurred in furnishing information provided under this sources sought. No basis for claim against the Government shall arise as a result from a response to this sources sought or Government use of any information provided. Further, The Coast Guard is not at this time seeking proposals and will not accept unsolicited proposals. No proprietary, classified, confidential, or sensitive information should be included in your response to this sources sought. The Government reserves the right to use any information provided by respondents for any purposed deemed necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation. Responses will assist the Government in determining the availability of potential solutions and commercial products in the market. At this time no solicitation exists; therefore, do Not Request a Copy of the Solicitation.� It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. The United States Coast Guard (USCG), Aviation Logistics Center (ALC) is conducting market research seeking Aircraft Non-Destructive Inspection (NDI) Training solutions. Requirements: NDI training shall be provided in accordance with National Aerospace Standard (NAS) 410, American National Standard (ASNI) American Society for Non-destructive Testing (ASNT) CP-105, and U.S. Air Force (USAF) T.O. 33B-1-1 and USAF TO 33B-1-2. The training curriculum shall ensure that attendees possess the skills and knowledge required to setup and calibrate NDI equipment, conduct NDI tests and procedures, interpret and evaluate NDI information, and document results. Training curriculum shall be a combination of technical instruction and hands-on practical for approximately 120 hours over a three-week period, addressing the following four NDI methods and associated training outcomes: Fluorescent Penetrant (PT): Perform fluorescent penetrant inspection (FPI) Type I Method C Form D on aircraft products and product forms such as aluminum skin, forged components, and other aircraft related structures and substrates. Specific instruction on process controls in accordance with (IAW) AFTO 33B-1-2is required. Minimum of 20 training hours. Magnetic Particle (MT): Perform portable magnetic particle inspections using an electromagnetic yoke (contoured probe) using the 14AM Aerosol Oil-Based Fluorescent Magnetic Particle Spray on ferromagnetic aircraft components and aircraft support equipment. Training shall include techniques to perform operations with the electromagnetic yoke (contoured probe) in both the AC and DC modes. Operations include magnetizing a ferromagnetic component and demagnetization of an applied field. Specific instruction on process controls IAW AFTO 33B-1-2 is required. �Minimum of 20 training hours. Eddy Current (ET): Perform surface eddy current inspections using surface probes on aircraft products and product forms such as aluminum skin, forged components, and low frequency inspection between two layers of material requiring a differential low frequency eddy current probe (multi-layer crack and corrosion detection).� Training shall include use of calibration standards, lift-off compensation, edge effect, scanning techniques, signal interpretation, and conductivity measurements. Specific instruction on the use of differential coils for wheel rim bead seat inspections is required. Use of Olympus/Evident Nortec 600D flaw detector is required. Minimum of 40 training hours.� Ultrasonic (UT): Perform longitudinal and single leg shear wave ultrasonic contact method inspections utilizing the Olympus/Evident 650 flaw detector. Specific emphasis on identifying cracks parallel to part surface. �Thickness measurement with both digital and analog methods shall be provided during longitudinal wave instruction. Specific emphasis on fatigue cracking of fastener hole bores shall be provided with single leg shear wave instruction.� Training shall include Bonded Material Testing (BMT) using the Nortec 1000E for the detection of ply and skin-to-core separation in aircraft composite constructions. Training shall include instruction on the performance of ultrasonic inspections using a pulse echo longitudinal and shear wave with an A-scan display system. BMT training utilizing the pitch-catch and the resonance mode. Minimum of 40 training hours. For each method, training shall be conducted IAW a detailed course outline approved by the USCG Technical Point of Contact (POC). The outline shall include a list of references from which training material is derived. At a minimum, training shall include those items specifically provided in NAS-410 Section 6.1.2 (Training Outlines). Exams shall meet NAS-410 Section 7 (Examinations) requirements. Scores for each exam administered shall be provided to both the student and also the USCG Technical POC at the conclusion of each course offering. �Training certificates shall be given to students upon completion of training. When responding to this sources sought, please include the following information: What is the physical location of your training facility (city, state)? What is your optimum number of students per training session? Does your training facility utilize Olympus/Evident Nortec 600D, Nortec 1000E NDI, and Olympus/Evident 650? If not, what type of equipment is utilized for Eddy Current and Ultrasonic NDI training? Do your training instructors possess experience and familiarity with the U.S. Air Force T.O. 33B-1-1 and T.O 33B-1-2 manuals and National Aerospace Standard 410? Do your training courses integrate and require quizzes during the training of NDI methods separate from a final comprehensive examination? Is your training listed on a General Services Administration (GSA) schedule or the Defense Logistics Agency (DLA)? Is your firm a certified hub zone firm, woman-owned or operated or certified Service-Disabled Veteran-Owned?� If so, indicated which apply. Is your business a large or small business? Do you have other Government/military agencies receiving training from your firm, and if so which agencies, POCs and contract numbers? What additional information would be needed from the USCG to better provide an answer to this sources sought or any potential RFP for this type of solution? Responses to this notice should include company name, cage code, address, telephone number, and POC. After the review of the responses to this sources sought announcement, and if the USCG still plans to proceed with the acquisition, a solicitation announcement will be published on the SAM.gov website.
