- PROJECT LABOR AGREEMENTS (PLA s) Survey: This is a SPECIAL NOTICE for Market Research ONLY. NO AWARD will be made from this Sources Sought Notice.� The Centers for Disease Control and Prevention (CDC) Office of Acquisition Services (OAS) is seeking feedback from interested sources capable of providing all labor, material, and equipment necessary to construct Building 28 (B-28) High Containment Continuity Laboratory (HCCL) Project, Roybal Campus Atlanta, Georgia with regards to the use of a Project Labor Agreement (PLA). Information is sought from national, regional, and local entities including general contractors, subcontractors, labor unions, and labor organizations. Project Labor Agreements allow all contractors and subcontractors to compete for contracts and subcontracts without regard to whether they are otherwise parties to collective bargaining agreements. The Building 28 HCCL will have a gross building area of approximately 175,000 square feet and will consist of bio-safety level (BSL) 3E and 4 laboratories and supporting infrastructure space. CDC anticipates the submission of a Pre-Solicitation Notice in February 2024 and a contract award during the 4th quarter of 2024.� These anticipated dates are subject to change. The proposed project is anticipated to be a competitive, firm-fixed-price, construction contract procured in accordance with FAR Part 15, Contracting by Negotiation, under a two-phase Best Value-Tradeoff Process. The estimated magnitude of construction is over $275 million. The North American Industry Classification System (NAICS) for this requirement is 236220 (Commercial and Intuitional Building Construction) Business Size Standard of $45 Million. Information submitted will be used in determining an acquisition strategy. We ask that you provide adequate detailed information for the Government to determine, without doubt, an effective acquisition approach for the required products/services. Project Labor Agreement (PLA) Survey:� Please respond to the following questions: ��������������� 1.� Do you have knowledge that a PLA has been used in the local area on projects of this kind? If so, please provide supporting documentation. 2.� Are you aware of skilled labor shortages in the area for those crafts that will be needed to complete the referenced project? If so, please elaborate and provide supporting documentation where possible. 3.� Are you aware of time sensitive issues/scheduling requirements that would affect the rate at which the referenced project should be completed? If so, please elaborate and provide supporting documentation where possible. 4.� Identify specific reasons why or how you believe a PLA would advance the Federal Governments interest in achieving economy and efficiency in federal procurement. 5.� Identify specific reasons why you do not believe a PLA would advance the Federal Governments interest in achieving economy and efficiency in federal procurement. 6.� Identify any additional information you believe should be considered on the use of a PLA on the referenced project. 7.� Identify any additional information you believe should be considered on the non-use of a PLA on the referenced project. This special notice is used to identify concerns with the capability to provide these services, and the applicability of a Project Labor Agreement for this project. This is not to be considered as a commitment by the Government, nor will the Government pay for any information solicited or delivered.
