Description
(a) The Government will award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. If a prospective quoter takes an exception to any of the terms and conditions of the solicitation, its quote may be excluded from consideration for award. The following factors will be used to evaluate the quotes: Factor 1 - Technical Factor 2 Authorized Distributor Factor 3 Delivery Factor 4 Price Factor 5 Credit for SDVOSB/VOSB In accordance with FAR 13.106, the quotes will undergo a comparative evaluation to determine which quote is the best overall offer to the government in terms of high technical capability, while also providing a competitive price. Quotes will be evaluated by performing a direct comparison of one offer with another in a uniform manner to determine which quote provides the government with its needs, as identified in the RFQ. The government reserves the right to consider a response that offers more than the minimum and select that response if it provides a benefit to the government. The government has the discretion to accept other than the lowest priced offeror that provides additional benefits. The government reserves the right to select a response that provides benefit to the Government that exceeds the minimum but is not required to do so. Responses may exceed requirements. Each response at a minimum must meet solicitation requirement statement. The government is not requesting or accepting alternate quotes. FACTOR 1 Technical Quoter shall provide a description of the supplies/equipment to be quoted. The supplies/equipment shall be in accordance with the statement of work and/or salient characteristics for this solicitation. The following information is required: Descriptive literature to include warranties, special features, and characteristics, etc. The Government will rate more favorably quotes that meet or exceed the requirements of the supplies/equipment. The Government will rate less favorably quotes that do not give enough of a description of the supplies/equipment for the Government to determine if the supplies/equipment meets the requirements in the statement of work and/or salient characteristics. FACTOR 2 Authorized Distributor You must either be the manufacturer and/or an authorized distributor. Authorized distributors must provide documentation from the manufacturer on the manufacture s letterhead. FACTOR 3 Delivery Time The Government will review the lead time for delivery and completion. A shorter delivery time will be considered more favorable. FACTOR 4 Price The quote should contain the quoter s best terms from a price standpoint. The Government will evaluate quotes for award purposes by adding the total price for all contract line-items. FACTOR 5 - FACTOR 5 Credit for SDVOSB/VOSB Status This factor will be used to assess the Offeror s status as a Service-Disabled Veteran-Owned Small Business (SDVOSB) or Veteran-Owned Small Business (VOSB) concern, or the Offeror s proposed use of eligible SDVOSB/VOSB concerns as subcontractors. (a) In an effort to achieve socioeconomic small business goals, VA shall evaluate offerors based on their service-disabled Veteran-owned or Veteran-owned small business certification status and their proposed use of eligible certified service-disabled Veteran-owned small businesses (SDVOSBs) and certified Veteran-owned small businesses (VOSBs) as subcontractors. (b) Eligible and certified service-disabled Veteran-owned small businesses offerors will receive full credit, and offerors qualifying as Veteran-owned small businesses will receive partial credit for the certified Service-Disabled Veteran-Owned and Veteran-Owned Small Business Status evaluation factor. To receive credit, an offeror must be listed at the time of submission of offers and at time of award, as a certified SDVOSB/VOSB in the SBA certification database on the SBA Veteran Small Business Certification Program portal at https://veterans.certify.sba.gov/ (see 13 CFR 128) and be otherwise eligible in accordance with SBA size standards for the acquisition and limitations on subcontracting requirements set forth in SBA regulations (see 13 CFR 121, 125 and 128). (c) Non-Veteran offerors proposing to use certified SDVOSBs or VOSBs as subcontractors will receive some consideration under this evaluation factor. Offerors must state in their proposals the names of the certified SDVOSBs and VOSBs with whom they intend to subcontract and provide a brief description of the proposed subcontracts and the approximate dollar values of the proposed subcontracts. In addition, the proposed subcontractors must be listed at the time of submission of offers and at time of award, as a certified SDVOSB/VOSB in the SBA certification database. (d) Pursuant to 38 U.S.C. 8127(g), any business concern that is determined by VA to have willfully and intentionally misrepresented a company s SDVOSB/VOSB status is subject to debarment for a period of not less than five years. This includes the debarment of all principals in the business. This evaluation factor will be evaluated for Full Credit / Partial Credit / Some Consideration / No Credit. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
