- Description
- This is a sources sought notice in accordance with Federal Acquisition Regulation (FAR) Part 10 and Department of Defense Federal Acquisition Regulation Supplement Procedures, Guidance, and Information (DFARS PGI) 206.302-1(d). The United States Special Operations Command (USSOCOM), Technology Application Contracting Office (TAKO) anticipates contracting without providing for full and open competition under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements to provide data analytics, fusion, in-put data, and visualization platform to monitor and track information throughout the organization to increase efficiency and situational awareness. The Technology Applications Program Office (TAPO) uses a number of existing disparate business systems that make it difficult for collection, analysis, and presentation of data from these disparate business systems to support planning and decision making. TAPO has had a contractor develop scripts for a commercial software program, that has connected these disparate systems to assist the Special Operations Aviation (SOA) enterprise to manage its resources more effectively through use of a data analytics, visualization platform, and implementing robust knowledge management principles. The contractor that has developed these scripts and is the intended source is:� PeopleTec, Inc. 4901 Corporate Drive NW Suite 1 Huntsville, AL 35805-6206 CAGE: �369B0 PeopleTec holds the intellectual proprietary rights to the required series of programming scripts and is not willing to sell those rights to another company. The Government does not possess and cannot furnish the technical data required to develop engineering descriptions, technical data packages, or specifications necessary to permit full and open competition. Interested persons may identify their interest and capability to respond to the requirement, including how it will connect these disparate business systems without substantial duplication of cost and schedule. The Government will consider all capabilities statements or proposals received within the closing date set in this sources sought. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The North American Industrial Classification Code is 541330; the standard business size is 25.5M. All interested, capable, and responsible sources that would like to respond to this sources sought are encouraged to provide a statement of interest, not to exceed 10 pages along with supporting documentation to Ms. Patricia Fischer, Contract Specialist at patricia.m.fischer.civ@socom.mil, no later than 11:00 pm Eastern Time on 25 January 2024.
