*** Only the Indefinite Delivery/Indefinite Quantity (IDIQ), Multiple Award Construction Contract (MACC) for Large General Construction Projects in Marine Corps Facilities, Primarily Camp Lejeune and Cherry Point, North Carolina contract holders can provide a proposal in response to this project. *** Contract numbers/holders: N4008520D0032: AMERESCO N4008520D0033: ARCHER WESTERN FEDERAL JV N4008520D0034: RQ CONSTRUCTION, LLC N4008520D0035: SAUER INCORPORATED N4008520D0036: THE WHITING-TURNER CONTRACTING COMPANY This notice does NOT constitute a request for proposal, request for quote, or invitation for bid.� The intent of this notice is to make notice of a proposed contract action for Design-Bid-Build (DBB), P-658, Fitness Center Replacement and Training Pool located at Marine Corps Air Station (MCAS) Cherry Point, North Carolina. PROJECT DESCRIPTION: This project constructs a single-story fitness center and training pool to meet all the individual physical fitness needs of military personnel, reservists, and retirees. Existing inadequate fitness facilities will be renovated, demolished and/or converted as indicated. Constructs a single-story fitness center with structural steel framing, brick masonry exterior over concrete block building with a reinforced concrete pile supported foundation, reinforced concrete slab on grade with a low-slope modified bitumen roof over rigid insulation and metal deck on steel trusses. Fitness areas will include exercise rooms, cardiovascular training area, weight training area, equipment space, and a high intensity tactical training area. Additionally, space shall be provided for an equipment storage and gear-issue area with shelving, administration area including private staff offices, a classroom, a fitness assessment room, a laundry facility, vending area, retail area, child play area, locker rooms with showers, and toilets. Construct a training pool, which includes an indoor pool, storage rooms, filtration and mechanical spaces, classroom, and male and female locker rooms. The building will be steel framed with brick masonry exterior over concrete block supported by concrete pile foundations. The completion time for this contract is 745 calendar days after award. This is a one phase, two-step, source selection procurement requiring both non-price (technical and past performance) and price proposals, and will utilize the best value continuum process at FAR 15.101-1, Tradeoff process. The basis for evaluation and evaluation factors for award will be included in the solicitation.� The appropriate Northern American Industry Classification System (NAICS) code for this procurement is 236220 � Commercial and Institutional Building Construction, and the Small Business Size Standard is $45,000,000. In accordance with DFARS 236.204, the magnitude of construction for this project is between $25,000,000 and $100,000,000. This office anticipates award of a contract for these services by September 2024. A Sources Sought notice for this procurement was posted on 13 November 2023 on SAM.gov to determine the capability of small businesses to perform the requirement. The Sources Sought notice yielded no valid responses. Based upon analysis of the data considered, and in accordance with FAR 19.501(c), the Contracting Officer has determined that there is not a reasonable expectation that an adequate number of Small Business firms would respond to or be qualified to perform the requirements of this solicitation. The NAVFAC Mid-Atlantic�s Office of Small Business Programs concurred with this decision on 30 November 2023. The drawings and specifications for this project will be posted with the solicitation and are not available at this time.
