- Amendment 2:� Questions and Answers are posted.� Updated the following MUAS for HC RFP Attachments:� Sections C-M; J-1 SOO; J-2 System Performance Specifications (SPS); J-3 Requirements Verification Traceability Matrix (RVTM); J-4 Contractor Unmanned Aircraft (UA) Performance Specifications; J-12 GFI; and J-21 Small Business Consideration Plan.� All other terms and conditions remain the same. Amendment 1:�� Removed �Marine� and replaced with �Maritime� in the SAM.gov Solicitation posting.� Extended the date for submission of questions to January 5, 2024 and the date for proposal submissions to January 26, 2024. Updated the MUAS for HC RFP Sections C-M attachment with the revised submission dates.�� All other terms and conditions remain unchanged. Related Notice IDs:� 70Z02322RFI931301, 70Z02323RFI931302, 70Z02323R9313000X, and 70Z02323R9313000P. The United States Coast Guard (USCG) is hereby issuing a Solicitation for Maritime Unmanned Aircraft System (MUAS) services.� The services sought are for Contractor Owned Contractor Operated (COCO) Intelligence, Surveillance, and Reconnaissance (ISR). Notice to Offerors:� Funds are not presently available for the guaranteed minimum for this effort. No award will be made under this solicitation until funds are available. This Solicitation contains all current requirements for MUAS services.� Offerors must review all Solicitation attachments and not rely on previous SAM.gov postings when preparing and submitting proposals. The acquisition is being conducted in accordance with FAR Part 15 Contracting by Negotiation procedures.� The USCG plans to award one (1) Indefinite Delivery Indefinite Quantity (IDIQ) Firm-Fixed-Price (FFP) contract.� This Solicitation is being solicited as full and open competition.� Offerors are advised that direct bid and proposal costs will not be reimbursed. System for Award Management (SAM) � By submission of a proposal, Offerors acknowledge the requirement that a prospective awardee shall be registered in the SAM database prior to award, during performance and through final payment of any contract resulting from this solicitation.�� If the Offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered Offeror. Offerors may obtain information on registration and annual confirmation requirements via the SAM database accessed through https://www.sam.gov/SAM/. Questions related to this Solicitation must be submitted by 1:00 PM (EST) on January 5, 2024.� Proposal submissions in response to this Solicitation must be submitted by 1:00 PM (EST) on January 26, 2024.�
