Description
The Mission and Installation Contracting Command (MICC) at West Point, NY has a requirement for obtaining Inspection / Certification / Preventative Maintenance Services on various Cranes and Hoists located at West Point and other local areas in Orange County, NY.� The services will be for 5 years (Base + 4 Option Years) during the following Periods of Performance (PoP): 1.� Crane & Hoist Inspections / Re-certifications / Preventative Maintenance Services PoP:� May 1, 2024 -thru- April 30, 2025 (Base Year) 2.� Crane & Hoist Inspections / Re-certifications / Preventative Maintenance Services PoP:� May 1, 2025 -thru- April 30, 2026 (Option Year 1) 3.� Crane & Hoist Inspections / Re-certifications / Preventative Maintenance Services PoP:� May 1, 2026 -thru- April 30, 2027 (Option Year 2) 4.� Crane & Hoist Inspections / Re-certifications / Preventative Maintenance Services PoP:� May 1, 2027 -thru- April 30, 2028 (Option Year 3) 5.� Crane & Hoist Inspections / Re-certifications / Preventative Maintenance Services PoP:� May 1, 2028 -thru- April 30, 2029 (Option Year 4) � � �The NAICS Code Qualifier is 811310; SBA Size Standard is�$12.5 Mil. All bidders must complete and sign / date the Solicitation (SF1449) with all quoted offers.� We will not be able to accept a quote unless we receive a signed / dated SF1449 to go with the quote.� The following documents must be submitted with your bids:� �� a.� SF1449 (filled in, completed, and signed as specifically instructed below) b.� Company Quote The SF1449 is attached in 2 formats for your convenience (WORD � and � PDF).� However, you only need to complete ONE.� It must be completed as follows� PAGE 1:� Block 30a, b, & c (must be signed / dated; will not accept w/o it); Digital Card signature is acceptable.��� PAGE 11 thru 23 (Line Items 0001 thru 0025): �The Unit Prices -and- Amount Totals for all 25 line items.� � PAGE 30: �Clause# 52.204-8�� a.� SCROLL DOWN and check the slot that says �Paragraph (d) applies�.� Do NOT fill anything else if you checked it.� It means your company is registered in SAM.gov.� � b.� If you�re not fully registered in SAM.gov,� you must check the slot that says ��Paragraph (d) does not apply� and complete the ENTIRE document (SF1449).� Any interested party that believes is capable of meeting our requirement may identify themselves but must submit evidence of their abilities and capabilities.� All interested parties must provide the following data with their responses:� 1.� Full Company Name and Address 2.� SAMs Unique Entity ID (UEI#) 3.� CAGE Code 4.� TAX ID# (aka �EIN� or �TIN�) 5.� NAICS Code (must be registered with NAICS 811310) 6.� Business Size (must be a Small Business) 7.� Company POC, Email, Phone# 8.� Proof *(abilities / capabilities) - -� a.� All vendors must provide capability statements that shows their company�s abilities / capabilities to inspect, certify, and perform preventative maintenance of Cranes and Hoists.� (*Proof is required� NO EXCEPTIONS).� Vendors that ignore this mandate or submit �generic� capability statements will be considered as non-responsive and will NOT be considered as a potential source for this project. SPECIAL NOTE:� QUESTIONS & ANSWERS� 1.� �The PWS says load tests are required.� Therefore, which kind of tests are required for the Overhead Cranes� Static Test with Scale or Actual Weights -or- Dynamic Test?� Answer:� We do the dynamic testing with weights on the fixed cranes and hoists.� 2.� �I have been to this location and I know there are a couple of pieces of equipment that need a very high manlift to access.� Will the customer be providing the equipment for all cranes to be inspected?� Answer:� The customer will be responsible for providing the equipment.��They will need a Scissor Lift for BLDGs 1940 & 2110 (located at West Point) - and - HANGARs 108 & 109 (located at Stewart International Airport, Newburg NY).� The previous Contractor used a 40ft. Scissor Lift.� All vendors will need fall protection when working on lift and other high areas (the Contractor is responsible for providing it).� �� All responsible parties that feel they can meet our requirements should forward their quotes and attachments via email only to jorge.l.acevedo4.civ@army.mil.� This notice will close on January 19, 2024 (Friday) at 12:00 PM (EST).�
