Description
Background: The Wing East Stewardship IRSC shall be awarded under the following authority: Stewardship Authority: Section 604 (16 USC 6591c) of Public Law 108-148 as amended by Section 8205 of Public Law 113-79, the Agricultural Act of 2014�Grants the U.S. Forest Service (Government) permanent authority to enter into stewardship contracts or agreements to achieve land management goals for the National Forests or public lands that meet local and rural community needs. Section 8205 supersedes the temporary authority granted to the Forest Service (Government) in section 347 of Public Law 105-277, the Omnibus Consolidated and Emergency Appropriations Act, 1999. NAICS: 115310: Support Services for Forestry, size standard: $34M Fuels Management Services. Stewardship authorities permit the Government to solicit this requirement as Full and Open competition. Project Location: The project is located about 12 miles northwest from Flagstaff, AZ on Interstate 180. The entirety of the contract area is located on the east side of 180, north of FSR 9005V and south of� FSR 151A. Legal description is T22N R6E Sections 2, 3, 4, 5, 8, 9, 10, 11, 13, 14, 15, 16. T23N R6E Section 35 Coconino County, G&SR B&M, Arizona. Period of Performance: All work shall be completed by March 2028 (exact date TBD). Description of Work:� This project consists of both mandatory and optional service items.� Project will be broken out into individual service items to be bid on.� Services are needed to mechanically cut and remove merchantable timber on approximately 2,604 acres on the Coconino National Forest to restore the Forest to more historic conditions and mitigate the risk of catastrophic wildfire. Additional services are needed to remove activity slash and thin non-merchantable material from the project area. Padding over high-pressure gas line crossings will be required to mitigate risk of damage during logging operations.� Timing of completion is of high importance in this project. As such, there will be required milestones to be met annually in terms of acres treated with required due dates and will be defined in final solicitation. Proposed Work Items: 1. Cut and Remove Included Timber (2,604 acres) 2. Remove All Activity Slash from Forest Service Lands (2,604 acres) 3. Timber Stand Improvement (Mechanical Preferred)� (2,604 acres) **Final Work Items and quantities may look different in final solicitation.**� All work items are expected to be bid on.� Estimated Included Timber is as follows: Ponderosa Pine Sawtimber:� � � � �42,589 tons Ponderosa Pine Non-Saw timber: 9,677 tons Ponderosa Pine Grn BioCv:� � � � � 8,866 tons Solicitation Issuance: It is anticipated that the Request for Quotes with all attachments shall be issued on or around�February 1, 2024. The contract shall be awarded using a best value source selection method; the resulting contract shall be a firm fixed price commercial services contract. Site Visit Date and Time: After issuance of the solicitation, the Forest plans to hold a site visit for prospective contractors to facilitate dialogue on contractual requirements in the contract and any operational limitations foreseen by attendees.�The site visit is anticipated to be held on Thursday, February 8th, at 10:00 am (AZ Time)�at Mormon Lake Work Center, 4373 South Lake Mary Rd, Flagstaff AZ 86005. The Awardee shall furnish all labor, materials, equipment, supervision, tools, transportation, operating supplies, and incidentals necessary to perform the work in accordance with the specifications and provisions and clauses of the contract. All Contractors must be actively registered in the System for Award Management (SAM) at�https://www.sam.gov/SAM/�to be eligible for award under this solicitation. If not actively registered by time of proposal evaluations, you will be found non-responsive. Registration in SAM is a free service � you do not need to pay to register in this system. If your registration is not active, you will not be considered for award.
