- The Veteran s Administration (VA) Office of Research and Development, Regional Procurement Office East in Pittsburgh, PA intends to negotiate on a sole source basis with the Society of General Internal Medicine (SGIM) in Alexandria, VA. The requirement is to create, plan, and produce and provide; symposia, journal supplements, and VA research investigator training on behalf of the Health Services Research and Development Service s (HSR&D), Center for Information Dissemination and Education Resources (CIDER or Government). The contractor shall provide the resources and services necessary to plan and implement three or more symposiums each year to disseminate VA HSR&D findings and information broadly throughout SGIM s membership and annual meeting audience, and the greater healthcare community. In addition, the contractor shall provide the resources and services necessary to produce supplements, as needed, to the JGIM scientific journal, a print product promoting improved patient care, research, and education in primary care, general internal medicine, and hospital medicine. Each issue of the JGIM supplement shall be no less than 70 pages and no more than 150 pages in length. The contractor shall also provide the resources and services related to developing and conducting programs of mentoring/ training, as needed, to the HSR&D researchers on the prevailing health research topics. The deliverables include: 1. Three or more symposia developed annually at SGIM s research meeting. This item shall include: Detailed work plans and briefings which presents the contractor s plan for completing the projects. The contractor s plan shall be responsive and describe, in further detail: Symposia - the work plan for planning and development associated with the symposia, JGIM Supplement - the work plan for selected issues, which shall include timeframe for the issues which will serve as a schedule to guarantee the completion of the journal supplements, and Investigator training the work plan for curriculum development, selection of faculty, and implementation of a mentoring/training program 2. Publishing of VA-authored/sponsored health research service articles into a supplement to the contractor s Journal of General Internal Medicine (JGIM); and, 3. create curricula and provide mentoring/ training program(s), as needed, to VA HSR&D research investigators. The requirements for deliverables 2 & 3 are: Symposia - The contractor shall provide all resources necessary to work with VHA HSR&D leadership to select priority topics for symposia. Contractor shall research and write symposia descriptions, recruit and secure commitment from content experts to participate as faculty, schedule and implement sessions. JGIM Supplement - The contractor shall provide all resources necessary to gather content for the designated issue and edit the content of journal articles for publication. The contractor shall provide written articles to CIDER staff for review and revision to meet the needs of the final product. The contractor shall provide all services related to editing, design, and publication as needed to complete the project to the expectations of the CIDER staff, and will submit a complete issue of the JGIM supplement of no less than 70 pages and no more than 150 pages by the end date of the workplan in accordance with the task order. Upon final approval by CIDER staff, the contractor shall provide CIDER up to 100 or more copies of the full published journal supplement at no cost. VA Researcher Training The contractor shall create training curricula for VA investigators, including a curriculum for investigators to learn how to facilitate the translation of research results into practice. The requirement will take place at a VA Boston Healthcare System in Boston, MA. The sole source is pursuant to FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals, however; any responsible source who believes it is capable of meeting the requirement may submit a capability statement and supporting documentation to the contracting office no later than Friday, Jan 19, 2024, (10:00 AM, EST). A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
