- DESCRIPTION OF WORK: Project Title: AJJY 19-6004 Renovate Passenger Terminal B17002 and Provide New Temporary Facility for Passenger Terminal This pre-solicitation notice is for a Firm-Fixed-Price (FFP) construction contract for Project No. AJJY 19-6004 Renovate Passenger Terminal B17002 and Provide New Temporary Facility for Passenger Terminal on Andersen Air Force Base, Guam. The solicitation will be a competitive Small Business set-aside for a Design Bid Build construction contract to renovate the passenger terminal, B17002, and provide a new temporary facility for passenger terminal in accordance with the Statements of Work provided with the solicitation. The work will include demolition and construction for exterior and interior renovation of an existing passenger terminal and providing a new temporary facility for Passenger (PAX) Terminal operations. This project will also include an Optional Item for Baggage Handling Equipment (BHE). The contractor shall provide all costs and labor for purchasing, shipping, and installing the BHE. All utility connections for the BHE shall be included in the base bid as per approved design. The tentative Performance Period for the temporary facility is 450 calendar days. The tentative Performance Period for renovation of B17002 is 720 calendar days. MAGNITUDE (FAR 36.204 & DFARS 236.204): More than $10,000,000. LOCATION OF WORK: Andersen AFB, Guam TENTATIVE DATE OF ISSUE: The solicitation number for this acquisition will be FA524024B0002 and will be available for retrieval at sam.gov once posted on or about 29 January 2024. RESTRICTION TO SMALL BUSINESS: This acquisition is being competed as a Small Business set-aside. The applicable North American Industry Classification System (NAICS) code for this acquisition is 236220, with a small business size standard of $45 million. The eventual contract for this acquisition is contemplated to be Firm-Fixed Price (FFP).� PLANS & INSPECTION: Available planning documentation to include design documents and specifications will be provided in an Invitation for Bid (IFB).� A site visit and general pre-bid conference will be advertised with the IFB. SEALED BIDDING: SEALED BIDDING will be utilized for this acquisition, electronic bidding will be the specified method for bidders. The solicitation for this acquisition will be issued electronically and will be publicized via SAM.gov. Interested offerors are responsible for retrieving their own copy of the solicitation and all associated documents as no paper copies will be furnished. No offeror mailing list will be maintained. Interested offerors should register at the SAM.gov website to receive notification of any additions/changes to the publicized solicitation. Interested offerors are encouraged to submit their contact information by registering as an interested vendor, utilizing the �Vendor Notification Service� link within the �Register to Receive Notification� function. All offerors must be registered within the System for Award Management (SAM) database. Electronic bidding will be utilized for this acquisition. Prospective offerors will be required to deliver proposals through the Solicitation Module in Procurement Integrated Enterprise Environment (PIEE).
