Description
This is a combined synopsis solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. This solicitation is issued as a request for Quote (RFQ) competed IAW FAR PART 13, Simplified Acquisition Procedures and FAR PART 12, Commercial Items. Quotes failing to meet all the terms and conditions of this solicitation; to include buy terms, line-item descriptions, and attachments, may not be evaluated for award. One (1) firm-fixed price (FFP) contract will be awarded as a result of this solicitation. Any reference to the term �BID� in this solicitation is used synonymously with the word �QUOTE�. Please see FAR 13.004-Legal effect of quotations. The Puerto Rico Army National Guard has a requirement to purchase pre-packaged meals in support for the 22nd CERFP CTE to take place on 27 February 2024- 2 March, 2024 in Camp Santiago, Salinas Puerto Rico. See solicitation and description of requirements for more details. The award will be a Firm Fixed Priced Award in accordance with the following: Set Aside: This acquisition is a 100% small business set-aside. The Product Service Code is 8940, Special Dietary Foods and Food Specialty Preparations. The North American Industrial Classification System (NAICS) code for this acquisition is 722310 with a size standard of $45,000,000. DESCRIPTION OF ACQUISITION: The Puerto Rico Army National Guard has a requirement to purchase the below listed items. The award of this procurement is under Simplified Acquisition Procedures. Interested vendors must submit their quotes no later than January 29, 2024 at 10:00am, local time, email quotes to SFC Maria del Mar Ruiz at maria.d.ruizperez.mil@army.mil. If there are any questions, please email or call (787) 277-7696. SCHEDULE OF SUPPLIES/SERVICES: The breakfast needs to be delivered at 7:00 am, lunch at 11:30 and dinner at 4:30 pm respectively. The meals must be in accordance with the Description of Requirements. QUOTE PREPARATION INSTRUCTIONS: To ensure timely and equitable evaluation of quotes, offerors must comply with instructions contained herein. Quotes must be complete, self-sufficient, and respond directly to the requirements of this RFQ. The offeror must submit a signed and dated quote on the attached Solicitation with unit prices and extended prices. In doing so and without taking any exception to the requirements of this synopsis/solicitation, including specification, Supplies or Services and Prices and terms and conditions, the offeror agrees to accede to all solicitation requirements. Offers must provide a unit price and extended price for CLIN 0001, CLIN 0002 and CLIN 0003 referenced in the Supplies or Services and Prices. Interested parties capable of providing the requirement must submit a written quote to include discount terms, tax identification number, cage code, and UEI. Quote Contents: PART I � TECHNICAL: The offeror by acceding to all the requirements of this synopsis/solicitation (see Quote Preparation Instructions) will be determined acceptable. PART II� PRICE: The Government will evaluate the price of all quotes as follows: Quotes will be determined fair and reasonable based on competitive quotes, comparison with similar services in a related industry, comparison to an independent Government estimate, or any other reasonable basis in accordance with FAR 13.106-2. The Government intends to award a contract without discussions with respective offerors. Offerors shall submit sufficient information and, in the format, specified in Quote Preparation Instructions. Offeror�s may be asked to clarify certain aspects of their quote to which the offeror has not previously had an opportunity to respond. BASIS FOR AWARD: A single award will be made to the lowest priced quote that meets the governments technical requirements as described in the description of the requirement document. This is a 100% Small Business Set-Aside firm-fixed price contract. The small business contractor must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The Payments of this contract will be thru the wide area workflow program. All payments are net 30 days. All Offerors must accept this as payment. This contract incorporates one or more clauses by reference, with the same force and effect as ifthey were given in full text.
