Description
Notice of Sources Sought The purpose of this Sources Sought Announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service-Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB), and Small Businesses interested and capable of providing the services requested, as well as any large businesses. The results from this source sought notice will be used to determine the appropriate set-aside. The intended contract is a firm-fixed price service contract. The SBA Non-Manufacturer Rule is not applicable as the intended contract is for services. The Department of Veterans Affairs, NCO20 is looking for potential vendors for below services: Television services including TV head end equipment for the Mann-Grandstaff VA Medical Center in Spokane, WA in accordance with below Statement of Work. Statement of Work: 1. Contracting Officer s Technical Representative (COTR). Omitted 2. Contract Title. 2.1 Television service for the VA Hospital. 3. Background. 3.1 Television service needed for inpatient stays, Patient waiting areas and emergency information situations. We will have a total of 125 TV s 4. Scope. 4.1 Vendor shall provide programming for 60 Channels of Television service to approximately 125 Televisions throughout Mann-Grandstaff VAMC. 4.2 The Vendor shall supply a new TV Head end that is compatible with this service. 4.3 The service will be distributed throughout the facility using existing fiber optic network on single mode angle polished fiber. Vendor will supply all the equipment to accomplish this, including fiber cross connect cables etc 5. Specific Tasks. 5.1 Supply TV programming to include basic and ESPN package. 5.2 The following channels are existing service the 60 channels include local to Spokane ABC, CBS, NBC, PBS, Fox. Sports channels to include 5 channels of ESPN (ESPN, ESPN2, ESPNU, ESPN News & ESPN Classic), Speed Channel, Fox Sports Northwest. News Channels will be a Minimum Fox, CNN, Headline News. And all of the following shall be included, AMC, American Hero s, BBC, Bloomberg, Bravo, Cartoon Network, CBS Sports, CMT, Destination America, Discovery Channel, E Entertainment, Food Network,, The Weather Channel, WGN, C-span, Food Network, Travel Channel, The History Channel, ABC Family, Disney Channel, Animal Planet, TLC, Oxygen, Root TV, WE Television, Lifetime, A & E, TNT, Sci Fi Channel, FOX Movie Channel, American Movie Classics, HGTV and Hallmark channel. Plus, other channels. 5.3 Desired programming shall be arranged as following. Channel number 2 ABC 3 CBS 4 NBC 5 PBS 6 Fox 7 Ion 8 CW 9 ESPN 10 ESPN 2 11 ESPN News 12 ESPN U 13 ESPN Classic 14 Fox sports 15 Animal planet 16 American hero s 17 BBC America 18 Bloomberg 19 Bravo 20 Cartoon Network 21 CBS Sports 22 CMT 23 CNN 24 Comedy Central 25 C-span 26 Destination America 27 Discovery 28 E-Entertainment 29 Food Network 30 Fox News 31 Freeform 32 FX 33 FYI 34 Game show network 35 Life 36 Hallmark 37 HLN 38 HGTV 39 History 40 ID 41 Inspiration 42 Lifetime 43 Lifetime Movie network 44 MLB Network 45 MSNBC 46 Motor trend 47 National Geography 48 NFL Network 49 Pursuit 50 Reelz 51 Root TV 52 Sportsman 53 TBS 54 TLC 55 TNT 56 TRU 57 Travel 58 Turner classic movies 59 TV Land 60 USA 61 Weather 5.4. The television system shall consist of a ""Basic or Extended package"" of channels at a minimal, reasonable cost for Mann-Grandstaff VAMC. 5.5. The Contractor shall install, operate, and maintain a television system for the facility in accordance with the terms, conditions, and standards. 5.6. The period of performance for this service is being proposed from date of award for 12 months with 4 one-year option periods. 5.7. The Contractor shall maintain the service, with clear and sufficient signal quality. All service maintenance will be at no additional cost to Government. Additions/changes to locations/type of service will be made through modifications to the subsequent contract associated with this requirement. 5.8. The Contractor shall ensure that there is, at a minimum, one Government Access Channel on the television system for non-commercial use by the Government. The system shall be able or be designed to permit the origination of programing for the Government Access Channel. 5.9. The Contractor, upon entering the subsequent contract, shall provide a channel program guide and shall notify the Contracting Officer of changes as they occur to notify subscribers. 6. Installation and Maintenance 6.1. Installation Approval. The Contractor shall not undertake any installation of any equipment or facilities on the station (including temporary equipment or facilities) without the prior guidance or written consent of the Contracting Officer or Government designated representative. 7. Performance Monitoring 7.1 The COTR will keep a record of service outage and list quantity of times out and length of outage. 8. Security Requirements 8.1 N/A as Vendor shall not have access to VA computers or Patient records. 9. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). 9.1 No GFE will be provided to the contractor. 10. Other Pertinent Information or Special Considerations. Identification of Possible Follow-on Work. The Vendor shall have 24 Hours telephone support and provide technical support of warrantee equipment within 8 hours of notification b. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought notice. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued.
