December 28, 2023 Maputo-Mozambique Request for Information about upcoming Design and Build of a new Bridge across the Licungo River and Mocuba Bypass Road in Zamb�zia Province The United States of America, acting through the Millennium Challenge Corporation (�MCC�), and the Government of the Republic of Mozambique (GRM) signed a grant aimed at poverty reduction through economic growth in Mozambique on September 21, 2023, in the amount of US$500 million (the �Compact�) and a corresponding contribution from the Government of US $37,5 million. The Mozambique Connectivity and Coastal Resilience Compact consists of three projects: � The Connectivity and Rural Transport Project (CTR) will enhance the quality and climate resilience of major routes in Zambezia by improving roads and bridges and addressing deferred maintenance, including for the construction of a new climate resilient bridge across the Licungo River at Mocuba. � The Promoting Reform and Investment in Agriculture Project (PRIA) will improve the incomes of smallholder farmers and other value chain actors, increase investments in the agriculture sector, and foster agriculture-related fiscal reform and incentives. � The Coastal Livelihoods and Climate Resilience Project (CLCR) seeks to increase ecosystem productivity by addressing problems caused by long-term ecosystem degradation and fishery loss. In issuing this RFI, the Government is represented by the Gabinete do Desenvolvimento do Compacto-II (GDC-II), which will continue until such time as the Government establishes the Millennium Challenge Account-Mo�ambique (�MCA-Mo�ambique�) to serve as the accountable entity for implementing the Compact. Summary of Expected Works: Construction of a new bridge and road bypass (the project) on the N1 road where it crosses the Licungo River near Mocuba. The existing bridge on the Licungo Bridge is congested, has exceeded its design life, and is no longer fit for purpose. It has been put out of service by flood damage twice since it was constructed in the 1940s and there are no practical alternative crossings of the Licungo River for heavy vehicles when flood damage occurs. The CTR project will include the construction of a new 1.8 km long bridge about 5 km downstream of the existing bridge and 16 km of new approach road to link the bridge to the N1 north and south of Mocuba. Important: This is not a request for offers/proposal/expression of interest. GDC-II is not hereby requesting the submission of proposals in response to this Request for Information notice. This is also not intended to be a shortlisting process. GDC-II intends to publish a Specific Procurement Notice and release the Bidding Document with final Scope of Work/Employer�s Requirement in the first part of 2024. The purpose of this Request for Information notice is as follows: (a) Obtain information from prospective contractors. (b) Receive feedback from the construction industry on the approach to the works procurement and incorporate it, as applicable, into the Bidding Documents. (c) Identify interested and qualified contractors willing to submit their company profile (preferably not more than 7 pages) and place them on GDC-II/MCA-Mo�ambique�s mailing list to receive the Specific Procurement Notice (SPN) when it becomes available. This Request for Information notice does not obligate GDC-II/MCA-Mo�ambique to release a Prequalification Application and/or Bidding Document or award a Contract, nor does it commit GDC-II/MCA-Mo�ambique to pay for costs incurred in response to this Request for Information notice.
