- Description
- This Notice is a Request For Information (RFI) and Sources Sought. This request is not a solicitation (Request for Proposal or Request for Quotations) or a promise to issue a solicitation in the future. The purpose of this RFI is in support of market research being conducted by the U. S. Department of the Interior, Geological Survey (USGS) to identify potential sources that may possess the expertise, capabilities, and experience to meet a prospective need for providing the USGS with existing seismic data; and to gather information on current products, technologies, and capabilities within the market. This synopsis is for acquisition planning purposes only and is NOT to be construed as a commitment by the Government nor will the Government pay for information solicited herein. All costs associated with responding to this RFI will be solely at the responding party's expense. All information received in response to this RFI that is marked PROPRIETARY will be handled accordingly. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Proprietary information or trade secrets should be clearly identified. As a result of this RFI, the USGS is requesting a technical capabilities statement that will address the items outlined in the RFI from interested firms. If a firm is unable to provide a total solution, it is encouraged to submit information as to how it would, or if it could, address that situation. The USGS has a requirement for the acquisition of existing seismic data that meets or exceeds the attached Seismic Data Minimum Specifications (attached); not to exceed $2,999.999.99 for a five-year period via Indefinite Delivery Indefinite Quantity (IDIQ) contract(s). The collection of seismic data as a service is not within scope of this requirement. Entities who feel they can provide the existing seismic data as a product that meets or exceeds the minimum specifications shall submit: (1) Entity Name; (2) Entity Address(es); (3) Entity GSA Unique Entity Identification (UEI) Number (www.sam.gov); (4) Entity POC name, email, and phone; (5) Business size (Small or Other-Than-Small) The anticipated North American Industry Classification System (NAICS) code for this requirement is 541360 Geophysical Surveying and Mapping Services and the size standard is $28.5M. If small business, then provide socioeconomic status (i.e. Small Business, Woman Owned Small Business, HUBZone Small Business, Service-related Disabled Veteran Owned Small Business (SDVOSB), etc.); and, (6) Catalog of the entity�s existing seismic data that meets or exceeds the attached specifications available for sale to the Government. If the entity has authority to sell a third party�s seismic data, then submit the authority documentation from the seismic data owner. A determination of the contract type, mechanism for procuring the product and possible set-aside status will not be made by the Government until the conclusion of market research.
