Description
This is a notice of intent to sole source a procurement under FAR Part 13.5 Simplified Procedures for Certain Commercial Products and Commercial Services and 10 U.S.C. 3204(a)(1), only one responsible source and no other supplies or services will satisfy agency requirements. Used under 41 U.S.C. 1901 as addressed at FAR 13.501(a)(1)(ii). The applicable NAICS Code is 541511. The USMC Regional Contracting Office (RCO) � Marine Corps Installations-National Capital Region (MCI-NCR) at Quantico Marine Corps Base, VA intends to award a sole source contract to: Yakabod Inc. 340 E Patrick Street, Ste 300 Frederick, MD 21701 The MCI-NCR RCO intends to award this requirement under the authority of 10 U.S.C. 3204(a)(1), only one responsible source and no other supplies or services will satisfy agency requirements. Used under 41 U.S.C. 1901 as addressed at FAR 13.501(a)(1)(ii). This requirement is for the procurement of the Incident Management Software (aka CISOBox/Yakabod Secure Case Management Software) and services. The CISOBox software license and additional development services and/or system administration activities for remediation of Information Assurance Vulnerability Alert (IAVA) List and off-site phone support are required when necessary. Yakabod will develop and integrate services that will be sufficient to address Marine Corps Intelligence Surveillance Reconnaissance Enterprise (MCISRE) unique mission process requirements for the Insider Threat Program (InTP) and Computer Network Defense group. MCISRE requires software that meets the requirements and standards that is needed to ensure proper, safe sharing and storage of case information. Additionally, evolving Government policy and/or regulation demands, and technology developments and upgrades drive the need for flexibility in the requirement, which will require modification of the application as needed. Procurement planning for the follow-on effort is currently in process, and award is expected to be made on or around March 25, 2024, using FAR Part 12 and SubPart 13.5 procedures. The anticipated contract is for a period of performance from April 25, 2024, through April 24, 2029, with up to six months extension under FAR 52.217-8. This notice of intent is NOT a request for competitive quotes; however, all responsible sources may submit a capability statement or quotation which shall be considered by the agency. Capability statements or quotes, if received timely, will be considered; however, a determination by the Government not to compete the requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses shall be emailed to ligaya.wallace@usmc.mil no later than January 19, 2024, 10:00 AM, Eastern Time. Late responses will not be considered.
