- This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this-- sources sought announcement must be in writing. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service-Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HubZone and other Small Businesses interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. The Loma Linda VA Health Care System (VALLHCS) located at 11201 Benton Street Loma Linda, CA 92357 is seeking a potential qualified contractor that can provide: SAFETY STEAM RELIEF VALVE AND PRESSURE REDUCING VALVE REPLACEMENT SERVICES. Important information: The Government is not obligated to/nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service-Disabled Veteran Owned Small Business set aside. However, if response by Service-Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined. No sub-contracting opportunity is anticipated. The North American Classification System (NAICS) code for this acquisition is 811310. ***DRAFT*****DRAFT*****DRAFT*** D.1 STATEMENT OF WORK TITLE: Replacement of a Safety Steam Relief Valve and Pressure Reducing Valve on the Mechanical Steam Reducing Station in Room 1D-1 Located in the Boiler Plant at the Veterans Health Administration Loma Linda Healthcare System. (VALLHCS). BACKGROUND INFORMATION: The Mechanical Steam Reducing Station at Veterans Health Administration Loma Linda Healthcare System has a requirement for repairs on Boiler Plant Safety Steam Relief Valve and Pressure Reducing Valve. During the recent maintenance operation of the steam reducing station 45 PSIG, steam safety relief valve lifted before its set point blowing steam and condensation on the ceiling tiles and equipment. the valve had to be reset manually. No label was located on the safety relief valve indicating the size or PSIG information. The 4 300 # Watson McDaniel s pressure reducing valve failed and the steam cannot be controlled from the steam reducing station. The steam goes from 0 to 30 PSIG or overshoots the setting point lifting the steam safety relief valve. As per VHA Directive 1810 Boiler Safety Device Testing Manual 7th Edition and industry standards, all equipment must be properly functioning safely and should be able to identify the nomenclature of the equipment. the primary pressure regulator valve is secured using the secondary line. PART and EQUIPMENT LIST Equipment Model Serial Number Pressure regulator valve 300 # Watson McDaniel s Old safety relief valve Kunkel 45 PSIG N/A INSTALL NEW Pressure regulator valve 300 # Armstrong GP-200 New safety relief valve Kunkel 45 PSIG OBJECTIVES: Contractor shall furnish all supervision, labor, equipment, tools, materials, and transportation to perform the installation of the steam safety relief valve and the steam reducing station pressure regulator valve. Contractor shall provide a working schedule. Contract shall commence when all parts have been received. Contractor shall provide certified documentation that the relief valve and pressure regulator valve have been bench tested. Contractor shall provide a 2 week notice for shut down of steam reducing station. Contractor and VA employees shall isolate all the steam going to the mechanical room steam reducing station, located in the mechanical room 1D-1 Contractor and VA Employees shall lockout tag out valve # 1 saturated steam valve for heat exchangers and domestic hot water. located in the boiler room 1D-1. Contractor and VA employees shall lockout and tag out the steam reducing station by-pass valve. located in the mechanical room 1D-1. Contractor and VA employees shall lockout and tag out the inlet of the 4 steam reducing valve located in the mechanical room 1D-1. Contractor and VA employees shall secure the pressure regulator for the 4 pressure reducing station located in the mechanical room 1D-1. Contractor and VA employees shall lockout and tagout the 2 inlet valve on the steam reducing station located in the mechanical room 1D-1. Contractor and VA employees shall secure the pressure regulator for the 2 pressure reducing station located in the mechanical room 1D-1. Contractor and VA employees shall vent all steam out to atmosphere or down to the drain to relief all steam pressure. Contractor and VA employees shall lockout tagout the 4 outlet valve on the steam reducing station located in the mechanical room 1D-1. Contractors and VA employees shall lockout tagout the 2 outlet valve on the steam reducing station located in the mechanical room 1D-1. Contractor and VA employees shall open the vent on the primary steam reducing line to vent any steam residual left in line. Contractor and VA employees shall open the vent on the secondary steam reducing station line to vent out any steam residual left in line. Contractors shall remove the old 45 PSIG safety relief valve from the steam reducing station. Contractor shall install new calibrated 45 PSIG safety relief valve into the steam reducing station. Contractor shall remove the 4 300# Watson McDaniel s pressure reducing regulator valve. Contractor shall modify steel piping to fit new 4 300# Armstrong pressure regulator valve. Contractor shall remove the lockout tagout from the complete steam reducing station. Contractor shall adjust regulating steam valve to the proper settings. Contractor shall inspect for any steam leaks. Contractor shall provide warranty documents for parts. PERIOD OF PERFORMANCE: 30 days from performance start date. Work may be scheduled during the day, Monday thru Friday. Daytime hours: 5 am to 4 pm Contractor shall initiate work within 2 weeks of being contacted by the designated Contracting Officer s Point of Contact (POC) or designee. Work shall be scheduled through the POC or designee, who will coordinate with VALLHCS staff. Timelines are subject to change due to VALLHCS operational requirements. PLACE OF PERFORMANCE: VA Loma Linda 11201 Benton St Loma Linda, CA 92357 LICENSING REQUIREMENTS: Offeror must possess a 30-hour Occupational Safety and Health Administration (OSHA) safety card. C-4- Boiler, Hot Water Heating and Steam Fitting. C-36- Plumbing License from State of California Contractor License SPECIFIC REQUIREMENTS: Contractor shall schedule start date with POC or designee five (5) business days in advance. Contactor personnel don t require a Loma Linda PIV badge. Contractor shall coordinate energy source LOCK OUT /TAG OUT procedures with VALLHCS Utilities System Supervisor before starting work. When work is complete, Contractor shall notify the VALLHCS Utilities System Supervisor that energy sources will be restored and require verification. Contractor s supervisor or lead technician are to check in with VALLHCS Graphics Control prior to work each day Contractor shall conform to the following standards, policies, regulations, governing agency, and any other local, state, or Federal guidelines that are not listed here OSHA Regulations, www.osha.gov NFPA, www.nfpa.org RECOGNIZED HOLIDAYS: The following is a list of all Government recognized holidays: New Year s Day Labor Day Martin Luther King Jr. s Birthday Columbus Day President s Day Veteran s Day Memorial Day Thanksgiving Day Juneteenth Christmas Day Independence Day If a holiday falls on Sunday, the following Monday shall be observed as the legal holiday. When a holiday falls on a Saturday, the preceding Friday is observed as a legal holiday by U.S. Government agencies. Also included, would be any other day specifically declared by the President of the United States of America to be a National Holiday. CONTRACTOR EMPLOYEES: Contractor personnel shall present a neat appearance and be easily recognized as Contractor employees. Examples: wearing of distinctive clothing such as uniform, badges, patches, etc. Contractor personnel shall wear identification (I.D.) badges during the entire time they are on the VA Loma Linda Healthcare System grounds. I.D. badges must have identification picture, name of the individual, and the represented company depicted on it. SMOKING AND VAPING POLICIES: Smoking and vaping are strictly prohibited on all Government property. SAFETY AND PPE EQUIPMENT: Personal Protective Equipment shall be provided for each Contractor employee by the Contractor. Possession of weapons are prohibited. XIII. PARKING: It is the responsibility of Contractor personnel to park only in designated parking areas. Parking information is available from the VA Security Service.
