- The National Institutes of Health (NIH) intends to award a Firm-Fixed Price purchase order to Carl Zeiss Microscopy, LLC on a sole source basis. In accordance with FAR Part 6.302-1, the Contractor is the only known responsible source who can provide the services for the requirement listed below. The purpose of this notice is to inform the public that the NIH, National Eye Institute (NEI) intends to issue a purchase order to Carl Zeiss Microscopy to renew a consolidated instrument service agreement covering preventative maintenance and repair of critical components for multiple microscope systems used by NEI researchers in the conduct of basic, clinical, and translational research. NEI conducts basic, clinical, and translational research to identify the cellular basis of inherited and acquired eye diseases, and develops therapies for treating these blinding disorders to preserve or restore vision in patients.� To carry out this mission, the scientists and clinicians conducting research at the NEI require access to microscopes and imaging systems that are some of the most heavily used instrumentations on the NIH campus.� Because of the demand for these instruments, they must be fully functional and require regular, preventative service and maintenance.� These systems rely on patented, proprietary technology and specialized components to operate properly, and require highly trained service engineers to provide the maintenance.� Only factory-trained service engineers have the expertise and diagnostic tools (such as proprietary service dongles) required to properly diagnose malfunctions when they occur on these systems.� Confocal microscopes manufactured by Carl Zeiss rely on patented technology and specialized components to operate properly.� Factory-trained Zeiss service engineers are the only personnel with the expertise and tools required to properly diagnose malfunctions when they occur, and the best source of original equipment manufacturer replacement parts for these complex microscopes. Only one responsible source and no other service will satisfy agency requirements because a maintenance service agreement for the microscopes with the original manufacturer is the only source that will facilitate the continuous integrity of the equipment.� This notice is not a request for competitive quotes. However, any party that believes it can fulfill the requirement as stated herein may submit a written capability statement that clearly supports and demonstrates the ability to satisfy the requirement. A determination by the Government to compete this proposed award based upon responses to this notice is solely within the discretion of the Government. It is anticipated that an award will be issued approximately five (5) days after�the date of this notice unless the Government determines that another company has the capability to satisfy this requirement.
