- The Technology Partnerships Office (TPO) serves the National Institute of Standard and Technology (NIST) mission by getting knowledge and discoveries from the laboratory to the general public so that laboratory research can bring about innovations that will help stimulate the U.S. economy and benefit American lives and society.� To initiate the process, TPO assists NIST researchers and external institutions by executing transactional agreements in support of a collaborative research or further development of an existing technology. Through collaborations and sole NIST-lead research, NIST researchers develop new innovations from concept to practical application, and often patents are sought on these inventions.� TPO is responsible for managing the administration of these Federally-owned inventions and the transfer of knowledge to entities through licensing so the full benefit of these technologies may be realized.� Companies interested in commercializing NIST inventions may contact TPO directly or respond to marketing outreach campaigns that seek out commercialization partners.� NIST is seeking information from sources for a commercial off the shelf software database system that is FEDRAMP approved with multifunctional modules and customization, customer relationship management, and records linkage and management capabilities that support the technology transfer infrastructure in the following areas: Transactional and Co-Development (Collaboration) Agreements; Inventions; Intellectual Property; Licenses; Grants and Marketing.� A web?based application interface. �NIST employs a complex workflow for technology transfer with many users requiring unique permissions to view, create, or edit different record types within the system simultaneously (or combinations thereof). The software database shall be able to meet the following requirements for the information related to each component of the modules as described in the attached draft Statement of Work (SOW). [Ref.
