Released pursuant to Federal Acquisition Regulation (FAR) Part 10: Market Research, this is a Request for Information. Purpose: Central Arkansas Veterans Health Care System (CAVHS) | Eugene J. Towbin (Fort Roots) VA Medical Center | B190/B191 Roof Renovation LETC | Project No. 598-23-140 THIS IS A PRE-SOLICITATION NOTICE ONLY: This announcement is provided as a Sources Sought Notice (36C25624Q0309). No proposals are being requested or accepted with this notice. This is not a solicitation, and no contract shall be awarded from this announcement. The purpose of this synopsis is to notify potential Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), in accordance with Public Law 109-461, of the requirements for this anticipated project. The Department of Veterans Affairs, Network Contracting Office 16 (NCO 16) has a requirement at Eugene J. Towbin (Fort Roots) Veterans Hospital located at 2200 Fort Roots Dr., North Little Rock, AR 72214. The forthcoming solicitation will require a contractor to meet the project objectives and requirements and to provide the required outcome in terms of overall quality, timeliness, and documentation. The contractor shall be responsible for obtaining and coordinating the services of all third-party contractors performing other services on-site and other entities as part of the contract to ensure the expected quality, timely, and desired product follows. The contractor shall provide all materials, equipment, labor, supervision, and expertise necessary to perform general construction and alterations, necessary to fully complete the project as outlined in the Statement of Work (SOW), Drawings, and Specifications. This is an active medical facility that will require the contractor in concert with a VA representative to mitigate the construction impact on veterans, patients, and medical employees during the construction process. Scope of Work: Contractor shall furnish all supervision, labor, material, tools, and equipment to renovate the roof and roofing systems for both B190 and B191 to meet LETC requirements. The period of performance will be 150 calendar days from the Notice to Proceed. The contractor shall comply with all State of Arkansas, federal, and local requirements including but not limited to the Occupational Safety and Health Administration (OSHA). All workmanship shall comply with all applicable codes, specifications, and local ordinances, and be in general accordance with industry standards. VAAR 836.204| Disclosure of the magnitude of the construction project: The dollar magnitude for this project is between $100,000 and $250,000. The North American Industrial Classification System (NAICS) is 238130 Roofing Contractors applies, and the size standard is $19 Million. Limitations on Subcontracting: The prime contractor must perform at least 15% of the cost of the contract (on-site) incurred for personnel with its own employees or the employees of other eligible SDVOSB s for general construction-type procurements. For construction by special trade contractors, the prime contractor must perform at least 25% of the cost of the contract incurred for personnel with its own employees or the employees of other eligible SDVOSBs. To be eligible as an SDVOSB, a firm must be registered and verified as an SDVOSB in VetCert at https://veterans.certify.sba.gov. All interested firms must be verified as SDVOSBs in VetCert at the time of proposal submission in accordance with VAAR 804.1103-70 to be eligible. This includes Joint Ventures. Active registration in SAM is also required. Registration is available at www.sam.gov. Again, this includes Joint Ventures. Requested Information: 1. Please provide a positive statement of interest in submitting your preferred point of contact name, phone number, and email information. 2. Please acknowledge that your company is a registered SDVOSB firm and is currently certified by the Small Business Administration VetCert application based upon the North American Industry Classification System code (NAICS) 238130-Roofing Contractors. 3. Please provide a capability statement: describe your firm s in-house capability to accomplish the summarized project scope/goal; how your firm intends to meet the 25% self-performance requirement per PL109-461; and confirmation that your firm can obtain performance and payment bonds for this project.
