- UPDATE - 21 December 2023:� Updated Solicitation Questions and Answers have been posted as an attachment. DESCRIPTION: Naval Surface Warfare Center Dahlgren Division (NSWCDD) Dam Neck Activity (DNA) has a requirement for a single award five (5) year, Firm-Fixed-Price (FFP) and Cost-Plus-Fixed-Fee (CPFF), to contract for the sustainment of the AN/SPQ-14(V) Advanced Sensor Distribution System (ASDS), AN/SPQ-15(V) Data Distribution System (DDS) MK 5 MOD 0, AN/SPQ-15(V) Data Distribution System (DDS) MK 6 MOD 0, and AN/SPQ-15 Scalable Converter Assembly fielded on U.S. Navy ships, Land based sites, and Foreign Military Sales (FMS) ships and sites. PROPOSAL DUE DATE: Proposals must be submitted as specified within Section L of the solicitation. They shall be submitted on or before the date and time specified in Block 9 of Page 1. Late proposals will not be eligible for award. CRITICAL DATES: This Solicitation represents the Government's requirements and shall be the governing document. All questions regarding this requirement shall be submitted in accordance with the instructions listed within the solicitation. The questions and answer period is provided in Section L. The estimated date of award and proposal validity date are also provided in Section L. ADVANCED NOTICE: A Sources Sought was posted on 16 February 2023 with the most recent update on 23 May 2023. Offerors may access all pertinent information via the Sam.gov portal under the Opportunities titled �AN/SPQ-15 Sensor Distribution System(SDS) Legacy ISEA Sustainment and Support"". An industry day was held for the subject requirement on 23 May 2023. COMPETITION APPROACH: This requirement is currently being solicited as full and open competition in accordance with FAR Subpart 6.1, Full and Open Competition. INCUMBENT CONTRACTOR: Frontier Electronic Systems Corp. CONTRACT TYPE: The Government contemplates the issuance of a single award IDIQ contract with Firm-Fixed-Price, Cost-Plus-Fixed-Fee, and Cost Reimbursement ordering provisions resulting from this solicitation. GENERAL INFORMATION: Notification of any changes to the Solicitation (Amendments) shall be made only on the Sam.gov website. Therefore, it is the Offeror's responsibility to check the internet sites daily for any posted changes to the Solicitation. NSWCDD uses electronic commerce (EC) to issue Solicitations and amendments. Paper copies of the Solicitation will not be provided. Instructions on how to request the Technical Data Package (TDP).� To obtain the TDP documentation and drawings, interested companies shall submit an intent to bid, provide a current copy of their approved DD Form 2345, Military Critical Technical Data Agreement, verifying eligibility and authority to receive export-controlled information.� In addition, interested companies must complete the Unclassified Terms of Use Agreement.� The DD Form 2345 and completed Terms of Use Agreement shall be submitted via email to the Contract Specialist, Collin Ende, Collin.t.ende.civ@us.navy.mil, with a copy to the Contracting Officer, Kimberly Carter, kimberly.l.carter2.civ@us.navy.mil SOURCE SELECTION PROCEDURES: Best-value continuum source selection procedures will utilized. Proposals will be evaluated in accordance with the Solicitation. THIS SOLICITATION AND PREVIOUS POSTINGS: Offerors should not rely on information contained in previous postings. This solicitation represents the Government's requirements and shall be the governing document. ORGANIZATIONAL CONFLICT OF INTEREST QUESTIONS: Questions relating solely to the Offeror's possible Organizational Conflict of Interest may be addressed directly to the Contract Specialist and the Contracting Officer listed in Section G.
