Description

Naval Air Systems Command (NAVAIR) intends to issue a modification under an existing delivery order N0001920F0010 under sole source Basic Ordering Agreement (BOA) N0001919G0031 to Rockwell Collins, Inc., 400 Collins Road North East Cedar Rapid, Iowa 52498-0505, on an other than full and open basis, for the continued production support of the Digital Red Switch System (DRSS) upgrade on the E-6B aircraft for an additional six (6) months.� This system provides enhanced distribution of audio from mission radios to the Battle Staff and Communications Central (COMCEN) and added conferencing capabilities from sources.� The authority permitting other than full and open competition is provided by 10 U.S.C. �2304(c)(1) as re-codified at 10 U.S.C. �3204(a) the property or services needed by the agency are available from only one responsible source and no other type of property or services will satisfy the needs of the agency.� No set-aside was previously determined based on a sources sought notice posted.� The NAVAIR Office of Small Business Program concurred with the original set-aside determination.�� This notice of intent is not a request for competitive proposals.� However, the Government will consider all proposals received within thirty (30) days after the publication date of this synopsis.� A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.� Companies interested in subcontracting opportunities should contact Rockwell directly via Amber Hanlon at Amber.Hanlon@collins.com.
