- NOTICE: The U.S. Department of Energy (DOE), National Energy Technology Laboratory (NETL) is issuing the following �Brand Name Or Equal� Request for Quote (RFQ) for the purchase of a Haskel 8AGD-1 8-Inch Drive Gas Booster Double Acting Single Stage -1 Ratio or a Recirculation Pump per the attached specifications document. NETL is interested in obtaining a feed pump to circulate simulated combustion product gases through the Environmental Barrier Coating test chamber. This requirement is a total small business set-aside. Only quotes submitted by small business concerns will be accepted by the Government. Any quote that is submitted by a vendor that is not a small business concern will not be considered for award. SUBMISSION: Interested vendors shall submit their quotation on the attached RFQ Standard Form (SF) 18, and provide all supporting documents, as necessary, via the FedConnect portal at www.fedconnect.net, by the due date and time indicated in Block 10 of the RFQ SF-18. EVALUATION: Selection will be based on the small business vendor quotation that is considered technically acceptable with the lowest firm-fixed price quote. To be considered for evaluation, vendors must quote on all items/services listed in the solicitation. Shipping terms are FOB Destination. The Government anticipates awarding a single purchase order from this RFQ. Vendors shall submit descriptive literature detailing features, technical capabilities, and warranty data, as necessary. Technical acceptability shall be determined solely on the content and merit of the information submitted in response to this solicitation and will be based on the �brand name or equal� items meeting the salient characteristics of those items included within this RFQ. Therefore, it is essential that vendors provide sufficient technical literature, documentation, etc., in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability.
