Description
This is a sources sought notice as a means of conducting market research. The USDA APHIS is seeking all interested sources capable of providing IDEXX or Equal CSFV Ab (ELISA) test kits for detecting CSFV antibodies in serum and plasma. The USDA APHIS is considering the use of a 5-year FFP Indefinite Delivery Indefinite Quantity (IDIQ) type contract. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 325413 In-Vitro Diagnostic Substance Manufacturing. The size standard for this code is 1250 employees for determination of small business status. Product Service Code is 6640. The specifications for the product are as follows; IDEXX (Manufacturer) CSFV ELISA Kit or Equal CSFV ELISA Kit Must Have Specifications (Salient Characteristics) 1. Blocking ELISA for the detection of CSFV antibodies in serum and plasma with high accuracy. 2. 99.9% sensitivity and 100% specific testing criteria. 3. Expiry date a minimum of 6 months from date of purchase Purpose: This requirement is for the United States Department of Agriculture, Animal and Plant Health Inspection Service, National Veterinary Services Laboratories facility in Ames, IA. As the nation's veterinary authority, Veterinary Services improves the health, productivity, and quality of life for animals and people, and maintains and promotes the safety and availability of animals, animal products, and veterinary biologics. Classical Swine Fever Virus (CSFv) is reportable to the World Organization for Animal Health (WOAH) and viral detection can severely diminish pork exports. Currently the United States is free of CSFV, and it is important to maintain that status. Classical Swine Fever Virus (CSFV) causes serious losses in the swine industry since it is highly contagious, pathogenic, and can cause widespread deaths. Early recognition and rapid elimination of infected animals is key to controlling incursions of classical swine fever virus (CSFV) into the US. Pigs infected with CSFV may shed a high amount of virus before showing clinical signs of the disease. If animals survive an acute or sub-acute infection, they develop antibodies or become chronically infected, a situation where pigs excrete the virus intermittently or continuously until death. These infections in pigs are usually mild and self-limiting, but it is important to identify them from the CSFV infection. This kit is needed for testing herd or individual animal CSFV infection screening, prevalence of infection surveillance, and immune status checking in individual animals or populations post-vaccination CSFV. --------------------------------------------------------------------------------------------------------------------- There is no solicitation currently. This is only a sources sought notice for market research purposes; responses will be used to determine whether this requirement may be set-aside for small business or procured through full and open competition.
