- Sources Sought Notice Page 4 of 4 The Department of Veterans Affairs, Network Contracting Office 8 (NCO 8) is issuing this synopsis as a means of conducting market research to identify parties having an interest in and the capability to provide Inspection, Testing and Calibration of Electrical Power Distribution Systems at various Orlando VA Healthcare System (OVAHCS) facilities. The Contractor shall provide all management, supervision, personnel, services, materials, supplies, facilities, transportation, and general and specialized equipment necessary to perform inspection, testing (Infrared Thermographic & Arc Flash included), calibration, and documentation of the Electrical Power Distribution Systems. Equipment includes: Equipment Count by Type Lake Nona Lake Baldwin Viera Lakemont AUTOMATIC TRANSFER SWITCH 61 8 4 3 ELECTRICAL SWITCHGEAR 186 4 2 2 TRANSFORMER 232 20 28 3 ELECTRICAL PANEL 899 167 82 26 Motor Control Centers (MCC) 15 7 - 1 ENCLOSED CIRCUIT BREAKER 221 - - - Contractors shall have technical training and evident track records of working experience in Maintenance and Testing of electrical power distribution systems and related components in healthcare, industrial, educational, or commercial facilities for a minimum of five (5) years. Electrical components on which Contractors have experience shall include, but not be limited to, switchboards & switchgear (low and medium voltage), low voltage controls, oil filled disconnects, medium voltage distribution sub-stations, dry & oil filled transformers (medium voltage), switchgear circuit breakers (medium voltage), motor control centers, infrared thermographic inspections, arch flash testing, battery & battery charger inspections, ventilation inspections, external & internal enclosure inspections, calibration & functional checks, dielectric tests of oil, and other electrical appurtenances. Contractors shall be certified by the InterNational Electrical Testing Association (NETA) or equivalent certifying organization as certified technicians, with each having completed the Occupational Safety & Health Administration (OSHA) approved 10-hour Construction Outreach Training or General Industry Outreach Training. The results of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 238210 with a small business size standard is $19,000,000.00. Responses will be considered only from those who are regularly established in the business called for and, in the judgment of the Contracting Officer are financially responsible and able to show evidence of their reliability, ability, experience, equipment, facilities, and personnel directly employed or supervised by them to render prompt and satisfactory service. The Government is NOT seeking project management services. If subcontracting or teaming is anticipated to deliver technical capability, organizations shall address the administrative and management structure of such arrangements in their response. The government will evaluate market information to ascertain potential market capacity to provide services consistent in scope and scale with those described in this notice and otherwise anticipated.
