Description
SOURCES SOUGHT SYNOPSIS (Not a Notice of Solicitation) The Minnesota Army National Guard USPFO is seeking information on potential sources and industry feedback for various Recruiting Events Food and Beverage across the state of Minnesota. This Sources Sought Synopsis is published for market research purposes only, to identify potential sources capable of providing services for multiple locations within the United States in accordance with Department of Defense standards and applicable local, state, and Federal laws. TECHNICAL REQUIREMENTS The below contains information listed regarding the technical requirements of this effort. As a reminder, these are drafts and estimates, which are subject to be changed. NAICS Code 722310 Food Service Contractors. Small Business Standard Size is $47,000,000. Any information submitted by respondents to this sources sought synopsis is voluntary. This sources sought notice is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in response to this notice. The Government's assessment of the capability of statements received will factor into whether any forthcoming acquisition strategy will move forward. REQUEST FOR INFORMATION If possible, please provide answers to the following questions or statements. Seeking industry input on best commercial approach for providing catered meals, on a contractual basis allowing for Wide Area Workflow (WAWF) payments, across a large, mostly rural state. How would your company handle supplying food orders at various events and locations with minimal notice? For example, 3 days from event up to 1 month from event date if possible. What are the timelines to submit changes, such as increase / decrease in headcount numbers or a change of location? Is it possible to service various locations across the state of Minnesota for Faculty Feed type events with refreshments and light snacks, such as donuts and coffee, below $15 per person? (Faculty Feeds: donuts, bagels, coffee, etc. for Faculty at Recruiting event locations, typically scheduled in advance with headcounts) How would you contract for different types of events? (i.e., 1. Faculty Feed, 2. Event Location Food Only (at bowling alleys, movie theaters, etc.)) Based on your experience, is this kind of contract attainable? Are there existing contracts that are similar in nature? Industry feedback that the listed volume of work is not commercially viable for issuance of a MATOC, then, with award to a single vendor, does your company have a known minimum and maximum quantity of meals per requested event? What Contract Line Item Numbers (CLINS) type does the contract expect to see for this acquisition based on the above criteria? Assist in writing a brief PWS to fit the following criteria: 60-90 Faculty Feed events, with up to 180+ food related events for the year (Faculty Feeds included in this number). The spread of events follows population. If a contract can provide a solution it would look like having the ability request a refreshment and light snack below $15 per person available for pickup by the recruiter within 10-20 minutes away from the event location. With the request including the number of individuals, location, and type of meal (refreshment, morning refreshment, lunch) provided NLT 7 working days prior to the event. With the expectation that most items would be submitted 30 days prior and less than 10% of the requests between 7-29 days.
