Description
This is announcement constitutes a Source Sought. This announcement seeks information from industry and will only be used for preliminary planning purposes.�THIS IS�NOT A SOLICITATION�FOR PROPOSALS AND�NO CONTRACT�SHALL BE AWARDED FROM THIS SOURCES SOUGHT.�Respondents will not be notified of the results of the evaluation. There is no solicitation at this time. This request for capability information does not constitute a request for proposals and submission of any information in response to this market survey is purely voluntary. The proposed project will be a Firm Fixed Price (FFP) contract. The Jacksonville District anticipates the issuance of a Request for Proposal (RFP). �No reimbursement will be made for any costs associated with providing information in response to this Sources Sought or any follow-up information requested. Project description:� These projects will replace USACE hydraulic steel structures with FRP gates. There are two different supply contracts. One contract includes the design, fabrication, and supply of fiber reinforced polymer (FRP) using the Vacuum Infusion Process (VIP) and Vacuum Assist Resin Transfer Molding (VARTM) for the WP Franklin Vertical Lift Spillway Gates and the S-308 Spillway Bulkheads. The second contract is for the design, fabrication, and supply of FRP using the VIP and VARTM for the Canaveral Lock Sector Gates. For the WP Franklin spillway, eight (8) steel vertical lift gates will be replaced with FRP gates that are approximately 38.8-ft wide by 19.2-ft tall, and 1.5-ft thick. Those gates will be fitted with 15-inch stainless steel rollers. Each of those gates will weigh approximately 45,000 lbs. They will be delivered to Moore Haven Florida at the Julian Keen Jr. Lock and Dam site. For S-308 Spillway bulkheads, ten (10) steel bulkheads components will be replaced with FRP, each approximately 30.8 ft wide by 3.5 ft high, and 2.1 ft thick. Each existing steel panel weighs approximately 9,500 lbs, and they have to be assembled together to dewater a spillway bay to perform inspections and maintenance of the spillway gates. Those bulkhead components will also be delivered to Julian Keen Jr. Lock and Dam site. For the Canaveral Lock, two (2) different steel sector gates, at the eastern monolith will be replaced with FRP gates. Those gates are approximately, 54.1 ft long, 25 ft. high and have a radial arc of 60 degrees. Each of those existing steel gates weigh approximately 183,000 lbs. Those gates will be delivered to Canaveral, Florida at the Canaveral Lock. The design and fabrication of the of the replacement gates and bulkheads will be off-site. The spillway gates and the sector gates may be fitted offsite and reassembled onsite. The gates and bulkhead will be lifted in and out using a crane so lifting points will have to include lifting eyes to perform a 2 and/or 3 pick lift. These gates will use the existing operating equipment as well. Wire rope is used to open the gates. For the sector gates the hinge and pintle ball will be incorporated into the design. There are manatee sensors that are attached to the existing gates, and they will be transferred to the new FRP gates. All of the gates will be designed and fabricated to fit within the existing structures. The estimated period of performance is to commence work under this contract within 15 calendar days after the date the contractor receives the notice to proceed. Complete the work ready for use no later than 7 October 2025. Specific Project Challenges: For WP Franklin Dam spillway gates, there is a challenge with gate buoyancy and allowing the gate to be lowered using its own self-weight. If a closed-shaped, rectangular prism is used as can easily be fabricated using the VARTM process, there will likely be too much water displaced and creating a large buoyant force. Ballast can be added but the total gate weight cannot exceed the existing gate weight due to existing machinery limitations. For the Canaveral Lock sector gate, this is a large gate size with radial, pie-shaped geometry. The Government would like to learn from industry how they would approach fabricating this type of gate. There is a lot of flexibility on how the framing structure of the gate is achieved. On limitation is allowing water to flow through the straight sides of the gate while the gate is moving, but screening/limiting the opening sizes in the gates from manatees getting stuck in the gate. These gates may have to be designed and fabricated to be shipped and assembled on site. Afterwards, the fully assembled gate will be lifted and installed into the existing gate slots.� Submission Details: All interested, responsive and responsible System for Award Management (SAM) Database registered businesses are encouraged to participate in this market research by emailing the required information below to the point of contact listed below.�Interested businesses shall include the following information to be considered for market research purposes: 1.� �Company name, address, and cage code. 2.� �A point of contact to include a phone number and email address. 3.� �Whether your company is interested in this project as a Prime Contractor or Subcontractor. 4.� � Capabilities Statement indicating the contractor can meet the requirements.� A potential Contractor must demonstrate through experience, references, contract lists, or reports, they possess relevant resources and capabilities for the following items: Qualification of Supplier: The Supplier shall demonstrate experience in the fabrication of large-scale FRP structures using a vacuum assisted resin transfer molding process. Specifically, the wicket gate supplier shall meet the following requirements:� � 1. The Supplier shall have been in business a minimum of 5 years. 2.� The Supplier shall have a minimum of 5 years of experience in the fabrication of large FRP structures (over 20 feet in length and 18 inches in thickness) using the vacuum assisted resin mold transfer process. 3. The Supplier shall have successfully fabricated 5 such projects within the last 5 years. 4. The Supplier shall employ an FRP engineer experienced with the design and detailing of FRP structures to supervise the preparation of shop drawings and other submittals. The FRP engineer shall meet the following requirements: a.� The FRP Engineer shall have a minimum of 10 years of experience with the design and detailing of FRP structures. b.� The FRP Engineer shall have experience with the vacuum assisted resin transfer molding process of fabricating large FRP structures. c.� �The FRP Engineer shall have worked or consulted on other large scale FRP structures utilizing sandwich panel construction.
