- Interested & Capable Responses NCO 5 is seeking responses from businesses that are interested in this procurement and consider themselves to have the resources and capabilities necessary to provide these services. The results of this market research will assist in the development of (1) the requirement, and (2) the acquisition strategy (e.g., small business set-aside, full and open competition, etc.). VA assumes no responsibility for any costs incurred associated with the preparation of responses submitted as a result of this notice. Statement of Need TITLE: Veterans Health Administration, Office of Emergency Management (OEM) 53-foot aluminum flatbed trailers SCOPE: The Veterans Health Administration must procure flatbed trailers to allow the Mobile Med Surge Unit a more expedited loading/offloading capability. BACKGROUND: VHA OEM has purchased three (3) Mobile Med Surge Units to provide patient care to Veterans in time of need. OEM conducted a proof of concept, purchased two (2) flatbed trailers, and took delivery in August of 2023. As a result of this action, it was determined that the flatbed trailers allow the staff to offload the units more safely and expedite the loading and unloading of the units. Because of these results, OEM is purchasing four (4) additional flatbed trailers to standardize the transportation, packaging, and loading/offloading of the units. OBJECTIVES: Purchase four (4) 53 flatbed trailers. The flatbed trailer shall be 53 long x 102 wide. It shall have a widespread air suspension. The frame shall be rated at 80,000 lbs. distributed; 55,000 lbs. concentrated in 4 feet. The flooring shall be 1 1/8 aluminum with 4 (four) wood nailer strips. The cross members shall be on 15-inch centers with 5-inch Aluminum. The side rails shall be one-piece routed aluminum designed for strength and impact. The trailer shall have 15 pairs of chain cargo tie-downs recessed in the side rails. The stake pockets shall be routed aluminum on 24 center sides and 3 across the rear. A rub rail shall be integrated with the side rail, and the main beam shall have 130K load-bearing flanges. A winch track shall be installed the full-length and integrated double L-type aluminum on both sides. There shall be twelve (12) and six (6) sliding rope hook/winch strap hook retainers on each side. There shall be twelve (12) 4 x 30 winch straps with flat hooks on each side of the trailer. The kingpin shall be 30 -tapered front, and the loaded fifth wheel height shall be 48 . The landing gear shall be OEM Standard with bracing forward. The landing gear shall have the appropriate knee braces installed. The trailer shall have 4 (four) DOT bulkhead pockets welded to the front. A removable Aluminum 48 flat - 2 post-DOT bulkhead installed. The trailer shall have a 49 sliding axle with spring brakes and auto slacks. There shall be In-line air filters installed. The unit shall also have an ABS system installed. An auto glad hand dump shall be installed, and an electric dump valve wired to a 7-way auxiliary socket to dump the rear axle shall be provided. The bumper shall be welded on the trailer. The trailer shall be equipped with two (2) sets of OEM standard mudflaps and spring-loaded brackets behind the front axle. The electrical system shall consist of seven (7) micro LED lights on each side, two (2) LED lights on the side on the rear, and a Mid Turn 3/3/3 on each side rear. The conspicuity tape shall be installed per NHTSA specs. The rear of the trailer shall be equipped with one (1) pair of rubber dock bumpers. 4.10 The trailer shall have one (1) 24 H x 24 D x 60 Black truck box with a double barn door style and paddle lock mounted on the driver s side and one (1) 24 H x 24 D x 60 Black truck box with a double barn door style and paddle lock mounted on the passenger side of the trailer. DELIVERY - Upon completion, the contractor must deliver the four (4) 53-foot aluminum flatbeds to 510 Butler Avenue, Martinsburg, WV 25405. If these trailers are stacked, the vendor shall be responsible for offloading them so they can be pulled away with a tractor. WARRANTY The contractor shall provide the standard new vehicle warranty and all paperwork necessary to activate the warranty. WRITTEN DOCUMENTATION The contractor shall provide a comprehensive owner s manual and warranty information regarding the trailers.
