Amendment 0001 - Dated 15 Dec 2023: The period for questions regarding the solicitation has ended. Any further questions regarding the solicitation may not be answered. The Q_and_A sheet, revised Statement of Work, and revised Sections L and M posted with this amendment supersede any previously posted versions. Please see the attached SF30 and other attachments for full details of the amendment. The Proposal Due Date is extended until 4 January 2024 at 2:00PM Central Standard Time. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ UPDATE #3 : 13 DECEMBER 2023 As stated in Update #2, please find attached the draft responses to Attach L-02 Q and A and Small Business Subcontracting Plan template.�Any reference to an amended document (SOW, Sections L&M, etc) in the Q&A is in anticipation of Solicitation Amendment 01. It is anticipated that the formal responses to Q&As will be posted on Friday with Amendment 01. These draft answers are provided so that timely information can be shared with interested vendors. � ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ UPDATE #2 DATED 11 DECEMBER 2023 The Air Force has received many inquiries regarding the Q&A posting and will provide the following update: More than 100 questions were received by the AFCEC Fuels MATOC team, and we worked diligently through last week to answer as many as we could. Moreover, we are still receiving additional questions. To provide timely information, it is likely that we will post something early this week with most of the answers to questions received. However, there may be some questions that cannot be answered at this time. An amendment is a likely result of the questions. It is anticipated that the proposal deadline will be changed to 3 Jan 2024 in conjunction with this amendment. We are working to have that amendment released by the end of the week if possible. Thank you for your continued patience.� ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ UPDATE #1 DATED 21 NOVEMBER 2023 BLUF: The due date for Questions related to the solicitation is hereby updated from 27 November 2023 to 30 November 2023. The due date for proposals remains as 20 Dec 2023.� A request was received to extend the deadline for questions to 4 Dec 2023 due to the Thanksgiving Holiday. We are sensative to the fact that the question timeframe fall right over a holiday. Unfortunately we are not able to accept the 4th of December without risking the timeline for proposal receipt. Therefore are providing several additional days for question submissions but not the full amount of requested days.� ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ Original Post: Proposals for the AFCEC Fuels MATOC are formally requested. Request for Proposal (RFP) instructions, terms and Conditions, and templates for the AFCEC Fuels MATOC Proposal are included in the attachments to this notice. Previous postings were made under: FA8903-24-R-0003 (Special Notice) (Synopsis); FA8903-23-R-0017 (Referenced update to FA8903-23-R-0086); FA8903-21-SS-POL; FA8903-20-R-0006; FA8903-DoDPOLWorldWideConstruction. Description of Requirement: The Department of Defense (DoD) has a recurring requirement for Petroleum, Oil, and Lubricants (POL) systems repairs including construction services with incidental design for DoD POL systems. May include, but is not limited to, repair, maintenance, calibration, cathodic protection, repair by replacement, and minor new construction relating to fuel tanks, pipes, hydrant systems, pump houses, canopies, and other real property in DoD fuel yards. A services component will be incorporated that provides recurring POL systems maintenance. Place of Performance: Task orders are expected to be worldwide, including installation in The United States, Asian Pacific, and European regions. Some attachments below are marked to be included in response. This is a courtesy marking and may not apply for all offerors. Please follow all instruction in Sections L and M, which are the formal submittal instructions.
