Description
Improve Site Security Solicitation Questions & Answers Spec 01 35 26.1.10.B states that monthly inspections are required by a third-party Certified Safety Professional (CSP). Are these monthly inspections required? Yes. Doesn t have to be 3rd party, can be an employee of the contractor. If the monthly inspections are required, can they be performed by our Corporate Safety Officer? Yes. Can you give us the utility drawing showing all utilities from the gates and to Building 1? Yes, reference drawing see attachment 8 Existing Utilities - Existing Grades and attachment 9 Existing Utilities Bldg 1 Exterior . Disregard key notes on that drawing as it is from an unrelated project. Contractor is responsible for hiring a private utility locater to verify all existing utilities prior to performing any digging or boring. Is the contractor allowed to use bollard sleeves instead of painting the bollards? Yes, if they comply with the VA s specifications. Can the VA give us the camera/Post location as well as the post basis of design? Yes, reference revised drawing see attachment 4 Drawing S-101 R1 FINAL for camera locations. Exact location will be determined in the field. Post Basis of Design: Wadsworth Aluminum Pole, type FTJ, 12 height, Base 17, Tenon P07, ABG Mounting, BZ (Bronze) Finish. Can we feed the power to gates 2 & 3 from Building #68 instead of deeding them from two locations? Yes, see below are pictures of the existing panel showing the spare capacity. If existing spares aren t enough, there is capacity to install another panel up to 100 Amps if needed. That would the contractor s responsibility to provide and install if needed. Is there existing available circuit space available at the electrical panels in building 68 for the gate power? Yes, see below are pictures of the existing panel showing the spare capacity. If existing spares aren t enough, there is capacity to install another panel up to 100 Amps if needed. That would the contractor s responsibility to provide and install if needed. Can you provide as built or information on existing power panels at building 68? No, see below are pictures of the existing panel showing the spare capacity. What is the route for new underground conduit for gate motor controls from Bldg. 1 to Gate 2? To be developed and proposed by the contractor. What is the route for new underground conduit for gate motor controls conduit from Bldg. 1 to Gate 3? To be developed and proposed by the contractor. What is the route for new underground security conduit for cameras from Bldg. 1 to Gate 2? To be developed and proposed by the contractor. What is the route for new underground security conduit for cameras from Bldg. 1 to Gate 3? To be developed and proposed by the contractor. The plans call out IT room 31 and 147, as well as the police services office. Which systems, i.e. security, controls, is to route to which rooms in bldg. 1? All items should be routed to room 31. There was discussion at the site visit about tying in the security cameras to police services at Cooper Campus. How is this to be done? What equipment is needed? All fiber and control circuits will come into room 31, with monitoring and administration done via network connected client in the Police area. Cameras, gate openers, and card readers shall connect to the VA s system via the internet. Each system shall have the capability and be programmed to communicate over the internet to allow for operation from Cooper drive/Bowling campus. The plans note that cameras should be used at each gate. See questions below: a. How many cameras are need at each gate? Two (2) at each entrance, four (4) total cameras. reference revised drawing see attachment 4 Drawing S-101 R1 FINAL . Note a bid deduct to only provide one (1) at each entrance, two (2) total. b. Is there cameras on both sides of the gate? Yes, reference revised drawing see attachment 4 Drawing S-101 R1 FINAL What type of pole shall be used for cameras? Post Basis of Design: Wadsworth Aluminum Pole, type FTJ, 12 height, Base 17, Tenon P07, ABG Mounting, BZ (Bronze) Finish. Must comply with VA s PSRDM, excerpt below. Are there any new lighting elements needed at the gates, card readers, etc? No Who will make final terminations of control cabling? Contractor Who will make final terminations of PACS cabling? Contractor Who will make final terminations of camera cabling? Contractor Are there certain manufacturers required on this project due to existing systems and facilities? PACS: Software House CCure 9000 is campus standard. CCTV: Tyco Victor is campus standard. Gate Openers: No, must meet prescriptive requirement describe in drawings and specs. Need to make sure that the materials are compatible with the current existing system. Are there any special COVID-19 requirements / protocol on campus or this project since there was a recent uptick in COVID? No current COVID requirements. That does not preclude any new requirements from being implemented. Can the contractor use the existing restroom facilities in the work area or adjacent ones nearby? No, provide a porta jon for workers. Can you confirm that the owner will be contracting directly with a third-party commissioning agent for commissioning the project and that the Contractor is only to include participation/coordination with the Commissioning Agent? There will be no third-party commissioning agent. All electronic systems installed shall meet the requirements of 28 08 00 for commissioning of electronic safety and security systems and contractor shall demonstrate to VA COR that all requirements have been met and all systems operate correctly. Can the site superintendent also hold the role of SSHO, and quality control?  That is, can this project be staffed with just one person, the site superintendent who can also fulfill the role of site safety (SSHO) and quality control?  Does this project require a full-time superintendent on the project at all times that can also be the SSHO and QCM person? Yes, the SSHO, Super, and QCM may be the same person. For planning the preliminary project schedule, can you please provide an anticipated award date? No Has the facility Operation & Maintenance team reviewed the Contract Documents for operability to avoid change orders? Yes If RFI answers elicit a follow-up question, will an additional RFI submission period be allowed? A: No Is AISC (American Iron and Steel Certification) required for the Misc steel pipe bollard fabrication and/or installation for this project?  Will any substitute certification be acceptable? All requirements for steel pipe bollards can be found in the 05 50 00 spec section. Is CAT 6A a requirement for this project instead of CAT 6? CAT 6A is requirement. Is this project tax exempt, and will the CO/COR provide the necessary tax exempt certificates? A: No Many VA campuses are beginning to address Turbulosis protocols on VA campus projects. Are there any TB required protocols for this campus/project? No Please confirm that the project is to be completed during normal working hours, not nights and weekends. The project is to be completed during normal working hours with the exception of any utility or service interruption which will need to be scheduled and coordinated to minimize impact to the facility. Any gate closure or testing will have to occur outside normal business hours. Between 5 PM and 7AM. What is the approximate duration between issuing the award and issuing the NTP? A: At this time, it is unknown. Where is the designated contractor area for trash dumpsters? See picture below. Dumpster may be placed in the vicinity circled in red. Specific location determined when work begins. Where is the designated contractor job site trailers and employee parking? Same area shown above circled in red. Where will the designated parking & laydown area be for workers accessing the construction site? Area above circled in red. Who is the VA campus/building PACS/Video/ Security system vendor / provider? PACS: Software House CCure 9000 is campus standard. CCTV: Tyco Victor is campus standard. Need to make sure that the materials are compatible with the current existing system. Will the Government provide the 3-D REVIT Design model in native file format, for the creation of coordination drawings? No Will the owner accept the use of Procore Project Management software as the primary submittal and data tracking tool for this project? A: Yes Will there be a SWPP Plan requirement for this project? Will the owner be providing the civil site SWPPP and associated permitting fees? Anticipated trenching is not believed to disturb more than 1 acre. If disturbed area is more than 1 acre, contractor to develop SWPPP. Can the owner provide as-built drawings for the existing civil, drainage, and utility areas of the project during the proposal period? reference drawing see attachment 8 Existing Utilities - Existing Grades and attachment 9 Existing Utilities Bldg 1 Exterior . Note that both drawings are from other projects so disregard project specific notes on drawings. Will the owner provide the contract drawings in the native Revit format for use by the GC? Contract drawings not available in CAD or Revit. But existing utilities drawings are provided in CAD. Will you provide a copy of the site visit attendance and sign-in sheet in amendment? A: Yes, see attachment 12 Pre-Bid Sign In Sheet . Are all gates operated independently? Or both together at each entrance? Each entrance has two (2) gates. The two (2) gates at each entrance shall be programmed to operate in unison, together. Each entrance shall operate independent of the other entrance. What are the proposed card reader locations? Within the lanes of traffic? Or are they all walk up only? Reference drawing see attachment 4 Drawing S-101 R1 FINAL , keynote 2 provides card reader locations. They are NOT in driving lanes. Walk up operation only. Is directional boring to be done under payment only or does it have to be done under sidewalks? Pavement and sidewalks. Can electrical and communication raceways be in the same directional bore?  Electrical and Communication cables cannot share the same conduit. If your question is whether electrical and communication cables, each in their own conduit, can be in the same bore, that would be acceptable. Can electrical for both entrances be fed for the same source, building 68? Yes Will the electric circuits for both entrances be fed from an emergency panel? No What are the existing systems on-site? What platform and version are they running? PACS: Software House CCure 9000 is campus standard. CCTV: Tyco Victor is campus standard. Need to make sure that the materials are compatible with the current existing system. What are the existing systems off-site? What platform and version are they running? There is no current system for remote operation of automatic gate openers. It seems that the specifications are asking for IP solution, while at the same time asking for analog components for your cameras? The intent for the various systems and operation is explained in Spec Section 01 00 00, Subsection 1.4 Detailed Statement of Work. All systems should still meet the specifications. If there are specific conflicts, please bring them to our attention for clarification. What are the expectations for the camera views? The basis of design cameras allow for nearly 360 degrees of views. The camera location vicinities are shown, see attachment 4 Drawing S-101 R1 FINAL . The exact location will be determined in the field. VA requires a minimum of 15 megapixels of resolution. Is there room to add the new cameras to the existing VASS? Or is an additional NVR required? Assume there is not room to add new cameras and that an additional NVR will be required under this contract. For all sites requiring remote control of the gates, do they currently have system connectivity? They have VA internet access. Chosen gates and operators should be able to function over the internet. Is there a need for an intercom/telephone entry at these entrances? No Specifications mention keypad, biometrics and FIPS compliant card reader what is expectation per entry/exit? The intent is for there to be two (2) keypad card readers at each entrance (four (4) total for the project) as described in the plans and specs. Biometric reader is not required or needed. Does the contractor need to supply credentials of any kind? Yes, contractors will go through the VA badging process at our PIV office. Is there room for the new fiber to be terminated in the MDF rack? Or will it need to be wall mounted and patched to a switch? It will need to be wall-mounted and patched to a switch. Does the electronic junction/setup box at each entrance need to be climate controlled? If required by codes or if required to ensure reliable operation. The solicitation states: Offerors shall submit one (1) electronic copy of complete proposal (a. Technical & b. Price) to the address shown below as well as a complete proposal emailed to the email address shown below. One electronic copy and emailed copies are the same thing. Can you verify that they are to receive one emailed copy and one hard copy mailed? A: Proposal via email will be sufficient. Would just emailed copies of the RFP be considered for submission? We find it difficult to get our final pricing from subs in adequate time to mail in a hard copy. A: Yes Can the page count for the price proposal exceed 25 pages? With everything required meeting the need for just 25 pages will not work. The bid bond and pricing schedule alone will make the 25 pages. A: Pricing Schedule and Bid Bond pages can be excluded from the page count. Representations and certifications are not mentioned as a requirement. Are these needed in the submission package? A: No, however, you will need to be active and registered in Veteran Small Business Certification (VetCert) https://veterans.certify.sba.gov as well as SAM.gov Can we use CPARS in lieu of PPQs? A: Yes If Reps and Certs are to be included, will they be excluded from the page count? A: Yes The statement of work calls for retrofitting the existing gates with the addition of motors for each sliding gate entrance. Further is states that the contractor is to determine the weight of existing gates and the appropriate sizing of new openers. Is it correct to assume that the government does not want a brand-new gate system in favor of modifying the existing gate systems with motors? Correct. The VA believes the gates to be in good condition. If it is believed the existing gates are not going to work as described, please let us know. Also note that gate maintenance is included in this contract in case any rollers or guides need to be replaced. In order to fulfill the requirement of the contractor determining the weight of existing gates for appropriate sizing, contractor is requesting info regarding existing gate systems including manufacturer, original installer, shop drawings and/or as built drawings. The contractor needs this information in order to provide the government a compliant and competitive best-value proposal that will fulfill the intent of requirements. Will the VA provide this information in a forthcoming amendment? Submittal for existing gates provided separately. Are there any spare conduits into building 1 from the exterior into room 31 available? No spare conduit into crawl space. Assume core drilling will be required to access crawl space. Assume core drilling will also be necessary to access room 31. Provide hand holes as required by applicable codes and regulations. The gates will have card access integrated with VA access control/PACS systems. Who is the Lexington VA vendor for PACS access controls and video surveillance for contact? As these need to coordinated and worked through this vendor at the police station and control rooms and panels. PACS: Software House CCure 9000 is campus standard. CCTV: Tyco Victor is campus standard. Need to make sure that the materials are compatible with the current existing system. Confirming that only type B bollards as shown on attachment 2 concrete post & barricade drawing are to be used on this project. There are two types shown on the drawing. That the type B bollards are to be painted solid yellow, with no stripping. Per SOW, is this correct? Correct. Type B bollards, painted safety yellow. Can entrance gate #2 power be routed to same location as entrance gate 3 at building 68? There could be savings as much as up to 25% less conduit and at least one less directional boring under the roadway. Having power of both gates from same location could be a better plan with the owner. Yes Direction boring is noted underneath roads and parking. Is direction boring required in grass areas or can the conduit be installed in open cut trenches? If open trenches, is there a requirement for concrete making this a duct bank run for power / PACS? Open trenching is acceptable in grass areas. Concrete duct bank is not believed to be required due to the assumed power requirements. If the duct bank requires concrete encasement by code or regulations, then it should comply. Can you provide a site drawing with all existing utilities known in order to coordinate a cost proposal? Reference drawing see attachment 9 Existing Utilities Bldg 1 Exterior Can you provide a site drawing of the campus set to a scale in order for the contractor to determine the magnitude of the distance for pricing? Attachment 3 provided with RFP is not set to scale. The magnitude of distance is needed for determining the distance from gates to building 1. No, Contractor should field measure to verify. The gate controls of PACS and CCTV are run back to building 1 VA IT closet in rooms 31 and 147a on the 1st floor. How are these conduits to enter the building? Is conduit with a box on the building exterior face/side of the building acceptable? That is, can a conduit be placed on the side of the building allowing control wiring to enter the building? Which is the preferred location for the conduit/control wire entrance for rooms 31 and 147a? Everything will be routed to room 31. Corrected graphical representation provided since room 31 is larger than originally indicated. Assume conduit should enter building by core drilling into crawl space. Assume conduit should enter room 31 by core drilling from crawl space. Can you provide as built or drawing information on rooms 31 and 147a for existing equipment and layout to identify where new system control wiring tie-ins are to occur? No Where is the location at gate entrances 2 & 3 for CCTV cameras to be installed? Are the CCTV cameras mounted on poles? How high above the ground should these be mounted? How far from the gate? What kind of views are needed at the police station? Do these cameras need to PTZ or fixed type? Are these cameras hardwired POE? What kind of resolution is required? Reference drawing see attachment 4 Drawing S-101 R1 FINAL for approximate camera location. Precise location to be determined in the field. Yes, they shall be pole mounted. They should be 12 high. The basis of design cameras have nearly 360 degrees of viewing. Basis of design cameras can be fed thru power over ethernet which is preferred. 15 MP resolution required. Drawings note contractor is to hire a private utility locator for the work of this scope. Are there any drawing submissions for the locations required for this project? Any as-built drawings required such as survey drawings? Reference drawing see attachment 9 Existing Utilities Bldg 1 Exterior . The VA would like to see proposed conduit routes showing existing utilities prior to installation. As builts ARE required. Should the contractor include cost to use GPR (Ground Penetrating Radar) prior to work beginning in addition to utility locates?  Does the owner/VA anticipate a large number and volume of underground utilities, cables, conduits, etc. in locations where the gate power and controls are to be run? Only requiring a private utility locater. Above and beyond that is at the contractor s discretion. Is a professional surveyor required for submittal shops drawing submission of layout drawings and field locates prior to the work scope of this project? Are there any requirements for survey as-builts for the cable/power runs as well as the pipe bollards? Yes, professional surveyor required to appropriately document shop drawings and as builts. Are shop drawings and submissions required for the pipe bollards at the nine locations required to be reviewed and approved by the VA prior to installation? Yes, the VA wants submittals with proposed bollard layout prior to installation. Layout should also show existing utilities. What is to be included in bid item II/Alternate? Is this the cost to deduct the entire system or just the wiring inside the conduit and termination at building 1 rooms 31 and 147a? Does this also include the CCTV and PACS system in deductive cost for this bid item? Please provide understanding for this bid item. The intent of deduct alternate 1 is to show the price for the work to hard wire controls to building 1, room 31. If that deduction were accepted, the gate operators would only operate the gates thru actuation from the keypad car readers installed with this project and any remotes that may come with the motors. Is there interior work ceilings, walls, floors that will be required for the installation of wiring and conduit. It is assumed the ceiling is lay in panels. Is this correct? Part of the room is open ceiling, and the other part is drop ceiling. Will there be new concrete pedestals required for the gate card readers? Yes Will curb islands be required to protect the card readers if they are installed in the center of the drive? No, they will not be installed in center of drive. RFP section 2.5 52.228-1 Bid guarantee does not state % amount to include for the bid bond. Are we to assume 20% of bid price or $3,000,000? A: Per Far 28.101-2 Solicitation provision or contract clause. Section b The bid guarantee amount shall be at least 20 percent of the bid price but shall not exceed $3 million.
