- Description
- The Engineer Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL), Impact and Explosion Effects Branch (IEEB) has a need to procure new laboratory equipment capable of conducting effective-stress tests on soil and rock (geomaterial) samples. There are four unique specifications for the subject equipment which are considered essential in the IEEB�s requested laboratory test system which include the maximum confining pressure 200 MPa (30 ksi), the maximum axial loader capacity 4000 kN (0.90-million lbf), the maximum pore pressure capacity 200 MPa (30 ksi), and a 50.8-mm diameter sample size. The requested effective-stress geomaterial laboratory test system is a necessary and unique piece of equipment that is required for IEEB�s sponsor-driven tests. To support these needs, the Government intends to award a Firm-Fixed price contract, to Geotechnical Consulting & Testing Systems, L.L.C. (Cage Code: 3FR66), on a sole source basis. There is only one known company, Geotechnical Consulting & Testing Systems, L.L.C. (GCTS), that is capable of manufacturing the required laboratory testing equipment that also meets all of the unique specifications for the required equipment. Geotechnical Consulting & Testing Systems, L.L.C. is a small business concern. The applicable North American Industrial Classification System Code (NAICS) code is 334519 (Other Measuring and Controlling Device Manufacturing) with a size standard of 600 employees. This notice of intent is for information purposes only. � This notice is not a request for competitive quotes or proposals.� A solicitation will not be issued.� However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.� The information submitted must be provided in sufficient detail to demonstrate the vendor�s ability to fulfill this requirement.� The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.� A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
