- This is a Sources Sought notice only. This is not a request for quotes and no contract will be awarded from this announcement. The Government will not provide any reimbursement for responses submitted in response to this Source Sought notice. Respondents will not be notified of the results of the evaluation. If a solicitation is issued it shall be announced at a later date, and all interest parties must response to that solicitation announcement separately. Responses to this notice are not a request to be added to a prospective bidders list or to receive a copy of the solicitation The purpose of this announcement is to perform market research to gain knowledge of potential qualified sources and their size classification relative to NAICS 561720, with a size standard 22 million dollars. The Department of Veterans Affairs (VA), is seeking to identify any vendor capable of providing Janitorial and light maintenance services at the Regional Benefits Office located in Togus (Augusta) ME per the Dreft Statement of Work below. This Sources Sought notice provides an opportunity for respondents to submit their capability and availability to provide the requirement described below. Vendors are encouraged to submit information relative to their capabilities to fulfill this requirement, in the form of a statement that addresses the specific requirement identified in this Sources Sought. Information received from this Sources Sought shall be utilized to facilitate the Contracting Officer s review of the market base, for acquisition planning, size determination, and procurement strategy. Submission Instructions: Interested parties who consider themselves qualified to perform services are invited to submit a response to this Sources Sought Notice by 5:00 PM EST on 22-Dec-2023. All responses under this Sources Sought Notice must be emailed to Joshua.Gallien@va.gov with RFI Janitorial Services in the subject line. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Interested parties should complete the attached Sources Sought Worksheet. Parties may submit additional information related to their capabilities, provided it contains all the requirements contained in the Sources Sought Worksheet. This requirement shall be for a base year (12) months with two (2) potential annual option years to be exercised at the discretion of the Contract Officer. Location of Facility: Togus VA Regional Office, Building 248, 1 VA Center, Togus (Augusta), Maine 04330 All tasks with exception of floor stripping and shampooing of carpets shall be done during the hours of 6:00 a.m.- 4:30 p.m. EST Monday-Friday (excluding Federal Holidays). Floor stripping and shampooing shall be done off hours or the weekend and shall be scheduled at least 30 days in advance with the Togus office. Project Requirements: All tasks with exception of those listed under twice a year or annual will be done during the hours of 6:00 a.m.- 4:30 p.m. EST Monday-Friday (excluding Federal Holidays). All tasks under twice a year or annual will be scheduled with the Togus office at least 30 days in advance and will be completed during evening or weekend hours. JANITORIAL SERVICES The square footage of the building is 29,477. The square footage includes: Second floor 12,580sf of which 456sf is bathroom, 594sf is hallways and stairwells, and 11,530sf office space First floor 10,260sf of which 456sf is bathroom, 1,129sf is hallways and stairwells, and 8,675sf office space Basement 6,637sf of which 1,867sf is hallways and stairwells and 4,770sf office and storage The contractor shall maintain the premises and all areas of the property to which the Government has routine access in a clean condition and shall provide supplies and equipment for the term of the contract. The following schedule describes the level of services intended. Performance will be based on evaluation of results, not the frequency or method of performance. Daily. Empty trash receptacles. Sweep entrances, lobbies, and corridors. Spot sweep floors, and spot vacuum carpets. Clean drinking fountains. Sweep and damp mop or scrub restrooms. Clean all restroom fixtures (to include but not limited to, toilets, urinals, sinks; baby changing tables, and grooming tables) and replenish restroom supplies. Dispose of all trash and garbage generated in or about the Building. Wash inside and out or steam clean cans used for collection of food remnants from waste cans located beside refrigerators. Dust horizontal surfaces that are readily available and visibly require dusting. Spray buff resilient floors in main corridors, entrances, bathrooms and lobbies. Clean elevators. Remove carpet stains. Clean glass entry doors to the space. Three times a week. Sweep or vacuum stairs. Weekly. Spray buff resilient floors in secondary corridors, entrance, and lobbies. Damp mop and spray buff hard and resilient floors in office Space. Monthly. Thoroughly dust furniture. Completely sweep and/or vacuum carpets. Sweep storage Space. Spot clean all wall surfaces within 70 inches of the floor. Every two months. Damp wipe restroom wastepaper receptacles, stall partitions, doors, windowsills, and frames. Shampoo entrance and elevator carpets. Three times a year. Dust wall surfaces within 70 inches of the floor, vertical surfaces and under surfaces. Clean metal and hard surfaces in lobbies. Twice a year. The vendor shall provide all necessary equipment required to wash all interior and exterior windows and other glass surfaces. Twice a Year: Strip and apply four coats of finish to resilient floors in restrooms. Strip and refinish main corridors and other heavy traffic areas. Annually. Wash all venetian blinds, and dust 6 months from washing. Vacuum or dust all surfaces in the Building more than 70 inches from the floor, including light fixtures. Strip and refinish floors in offices and secondary lobbies and corridors. Shampoo carpets in corridors and lobbies. Shampoo carpets in all offices and other non-public areas. Pest control. Control pests as appropriate, using Integrated Pest Management techniques, as specified in the GSA Environmental Management Integrated Pest Management Technique Guide (E402-1001). SELECTION OF CLEANING PRODUCTS The contractor shall use cleaning products (including general purpose cleaners, floor cleaners, hand soap, etc.) that meet applicable, statutory, environmentally preferable criteria related to biobased and recovered material content as outlined under the Green Procurement Compilation at HTTPS://SFTOOL.GREENPORCUREMENT and https://sftool.gov/greenprocurement/green-products/5/cleaning-products/0.
