Description
NASA Lyndon B. Johnson Space Center (JSC) has a requirement for integrated field test communication architecture in support of the Extravehicular Activity and Human Surface Mobility Program (EHP). NASA JSC intends to modify the existing sole source contract with Vinco Inc. to acquire the additional services under the authority of FAR 6.302. Vinco, Inc. is the only vendor capable of providing a solution including network management middleware that is agnostic to Original Equipment Manufacturer (OEM) hardware and waveform media (frequency bands and network protocols). Vinco, Inc. is the only known provider with an existing network management solution that integrates multiple types of radios from different manufacturers, operating on different frequency bands, using different network protocols, in a single network. This capability will enable NASA field tests to integrate and evaluate different hardware, frequency bands, and network protocols from one test to the next. This modification includes two additional in-person support at EHP�s field site tests that will support development and evaluation of the EHP integrated system to be used in Artemis III and subsequent Artemis missions. The Government intends to acquire a commercial item using FAR Part 12, Acquisition of Commercial Products and Commercial Services and Subpart 13.5. Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Andrew Candee, andrew.l.candee@nasa.gov and�Jennifer Escalante, jennifer.e.escalante@nasa.gov not later than 12:00PM central standard time on�Thursday, December 21, 2023.� Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis.� A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
