- SPECIAL NOTICE NOTICE OF INTENT Cambridge eJournal Subscription 36C77624Q0074 The Department of Veterans Affairs (VA) Veterans Health Administration (VHA) Library Network Office (LNO) requires electronic access to eJournals published by Cambridge Publishers. Program Contracting Activity Central (PCAC) intends to solicit Graham Advisory Network (GAN), Inc, 5300 Atlantic Ave STE 106L, Raleigh, NC 27609. The Library Network Office (LNO) has collected Medical and Health Sciences journal publishers content for the last eleven years. LNO subscriptions includes peer-reviewed journals in many medical specialties. Those journals are authored by renowned scientists, researchers, scholars, and professionals. Its journal content platform allows the user to browse by subject, and to drill down to the journal and individual title level. Graham Advisory Network (GAN), Inc shall provide continued access to the Cambridge Publishers titles listed below: Disaster Medicine and Public Health Preparedness Infection Control and Hospital Epidemiology Journal of the International Neuropsychological Society The NAICS code for this procurement is 519290 and the Small Business Administration Size Standard is 1,000 Employees. The authority permitting a sole source acquisition is FAR 6.302-5, ""Authorized or Required by Statute. Market Research was conducted, and it has been determined that there is a Service-Disabled Veteran Owned Small Business (SDVOSB) that can fulfill the Governments need. According to market research conducted, Graham Advisory Network (GAN), Inc can fulfill the Governments need. This notice of intent to sole source is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes itself capable of meeting the requirements may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. Submittal Information: Contractors having the skills and capabilities necessary to perform the stated requirements should submit a single spaced, 12-point font minimum, response to the information identified in the Sources Sought Notice. Please also submit a cover page which includes, at a minimum, the company s name, address, Dunn & Bradstreet (DUNS) number, General Service Administration (GSA) contract number (if applicable), point-of-contact name, phone number, and e-mail address. Companies shall provide clear and unambiguous evidence to substantiate their capability to fulfill the requirements outlined in this Sources Sought Notice. Please provide Company business size and status - (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Veteran Owned Small Business, Women-Owned Small Business, etc.) Any affiliate information (parent company, joint venture partners, potential teaming partners, and VA Mentor Protégé Program membership status), as well as the number of years in business should also be provided. Responses shall be submitted via email by Wednesday December 19th, 2023, at 10:00AM Eastern Time to the contract specialist, Charles McKenzie (Charles.mckenzie@va.gov).
