8AN 8(a) Sole Source (FAR 19.8)
 
Description
The Naval Air Systems Command (NAVAIR) intends to issue a sole source Indefinite Delivery Indefinite Quantity (IDIQ) contract to OnTime Networks, LLC for the procurement of Ethernet Expansion Device(s) (EED) and related hardware (i.e. �Mount Plates, Tray Mounts, Mount Brackets, EED to Mission Computer wiring) to be installed on all platforms of the V-22 aircraft (CV-22, MV-22, CMV-22). The duration of this contract will be up to 5 years. The EED�s will allow for the integration of future planned interoperability capability integration efforts which require advanced Ethernet connectivity. This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C 3204(a)(1), as implemented by FAR 6.302-1, ""Only one responsible source and no other supplies or services will satisfy agency requirements."" �OnTime Networks, LLC is the sole designer, developer and manufacturer of Ethernet Expansion Devices (EED) utilized for the V-22 aircraft. OnTime Networks is the only known source that provides the EED that meets the unique combination of requirements for flight clearance, cybersecurity approvals, and compatibility with existing mission display, processor, and aircraft federated data transfer unit and has received approved flight clearance to be installed on the CMV-22B aircraft.� OnTime Networks is, therefore, the only company that can provide the qualified EEDs in a timely and cost effective manner. No other source has the necessary flight clearance to ensure that the requirements to perform the work described herein will satisfy the Government�s requirements. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statements received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
